The State Council pointed out the demand of intensive land use assessing and elaborated the framework of it in document of "Promoting Intensive Land Use" in 2008, to improve the management level of land use of development zone.Current evaluation of intensive land use are set up uniform weights and ideal value, comprehensively analysis of the measured land, structures, strength and management potential of land use of zone, and ranking the scores of intensive. But a lot of experts and scholars do not agree this method, for it is not reasonable to take into account the same standard between development zone. After read a lot of literature, author found that current study on evaluation of intensive land use of experts and scholars just maintain one or two elements of weight and the ideal values change. Although they solved the problem about the rank of intensive level, but they still never had constitutionally resolved the issue whether exploiting land resource intensively, which couldn’t reflect heterogeneous of each economic and technological development zone that they took the same indicators into account but ignored characteristics and territoriality of each zone. Mngbo Petrochemical Economic and Technological Development Zone, covers 745.98hm2,its annual economic output has exceeded 16 trillion yuan, per unit area output has output of up to 220 million per square hectare. So the efficiency of land use is very high,and its economic ranking at the top of all the development zone in Ningbo. But the result of the current evaluation ranking in the middle, there is a certain gap between the reality and this result.Therefore, in order to make the results of the evaluation of intensive land use of development zone is more scientific, more objective and reasonable, this thesis selected the Ningbo Petrochemical Economic and Technological Development Zone as a study case, this thesis aimed to explore its level of intensive land use. Here, considered the specificity of land use in Ningbo Petrochemical Economic and Technological Development Zone, this thesis combined data envelopment analysis, entropy method to value the weight of indicator and then with ideal value correction to calculate the intensive score with the data of 2012 and 2014. The research revealed that:(1) After study on the theory of intensive land use evaluation of development zone,found that the intensive land use of each zone is different for its own industry type and other characteristics.(2) All of the weight and ideal values affect the evaluation results after discussed the existing evaluation methods.In order to make the assessment more rationality and more comparability, this paper change both the weight and ideal values base on the current evaluation system.(3) The comprehensive score of intensive land use was respectively 97.57% and 96.68%,ranked in the top of the 16 zones in Ningbo, which indicated the land use of Ningbo Petrochemical Economic and Technological Development Zone was extremely intensive.It is closer to the zone’s true situation,the new method is more reasonable.(4) The index of land use status should be relatively high weight by the application of entropy method.and integrated industrial land plot ratio standard value should be reduced. The management performance indicators can be considered to be replaced or removed at the same time this indexes of the entropy information is very small,and has little influence on the evaluation of results.(5) The status and ideal values of each indicators approximately equal by the application of data envelopment analysis.Among them, the comprehensive volume of integrated land and industrial capacity rate are lower than the provision of ideal values.It is because of the characteristics of land use of the zone, so it is a feasible method in assessing the intensive land use of economic and technological development zone.(6) After the universality verifiable by the data of 2014, this research strategy of this paper showed reliability and superiority due to it avoid artificial interference.
