A Study On The Influencing Factors Of Farmers' Homestead Withdrawal Willingness In Northeast Chongqing

Homestead is the living place of the farmers and the main component of land,which is closely connected with the life of the farmers and urban and rural resources.With the acceleration of rural revitalization and urbanization,a large amount of farmers choose to move to cities for a better life.On the one hand,it leads to the continuous increase of the urban population and the rapid increase of the demand for urban construction land,and especially the contradiction of the demand for human land.On the other hand,although the rural population is decreasing continuously,the area of rural homestead has not decreased,and the phenomenon that "hollowing out" ?idle homestead and "more than one house" is widespread in the countryside,resulting in serious waste of rural resources.In order to further protect the rights and interests of rural households,invigorate rural resources and promote the integrated development of urban and rural areas,the government stressed in ? opinions on the implementation of the strategy of rural revitalization?that the policy of improving rural households' idle homestead should be improved,and the right to land contract,and the right to the use of homestead,and the right to the distribution of collective income shall be safeguarded,and the voluntary transfer and withdrawal of such rights and interests shall be guided by the law.This research based on the perspective of the farmers and the intention of homestead withdrawal,and unifies the national homestead withdrawal related legal policy.Based on relevant theories such as land property right theory,farmer behavior theory,institutional change theory,resource scarcity and allocation theory,and supported by field research on real data obtained by Peasant Household in Wanzhou,Liangping,Kaizhou,Changshou and Wuxi.This paper attempts to explore the factors influencing the withdrawal intention of rural households' homestead in northeast Chongqing,and constructs a Logistic regression model to make an empirical analysis,and obtains the significant factors influencing the withdrawal intention of rural households' homestead,guide farmers to withdraw from homestead voluntarily and effectively.The research conclusion as follows:(1)In this paper,188 valid questionnaires were collected throughOn-the-spot investigation in the northeast of Chongqing,among which 79.3% of the farmers were unwilling to withdraw from homestead,which indicated that the farmers' willingness to withdraw from homestead was not strong.(2)By constructing Logistic regression model to analyze the exit intention of rural households' homestead,the factors affecting the withdrawal intention of the homestead can be divided into individual characteristics,family characteristics,homestead characteristics and compensation standard.Among them,gender,education,homestead area,the current local withdrawal compensation standards have a negative effect on homestead withdrawal;Age,annual family income,whether to buy houses in cities and towns,whether the homestead is idle,the proportion of the number of years of labor force engaged in non-agricultural work in the total population,the proportion of homestead and its housing in the total value of property,etc.(3)Through the results of the empirical analysis,countermeasures and suggestions are put forward,the government should strengthen the policy propaganda at the grass-roots level,and encourages farmers to actively participate in the work of homestead withdrawal,and increases employment guidance for farmers to enhance their livelihood skills,and we will reduce the worries about the withdrawal of homestead,and fully respect farmers' willingness to withdraw,and let the farmers to clearly understand their rights and interests in the withdrawal of homestead.Simultaneously,we should actively construct a reasonable compensation mechanism for the withdrawal of homestead,and improve the social security system,and establish a risk prevention mechanism,and rationally guiding the farmer's homestead to exit in an orderly way,and activating the "sleeping" resources in the countryside.
