Since President Xi Jinping's "the Belt&Road" initiative in September 2013,all the provinces and cities have been actively exploring ways to open to the outside world.Jiangxi is located in the central part of the country,so how to develop the Open economy with the help of the ports and how to integrate "the Belt&Road"construction has become an important issue.The development of Jiangxi Ports is restricted by its geographical position and its opening degree,and is restricted by the construction,management and development of the ports.To this end,in addition to the relationship between the state and local government departments to adjust,strengthen the coordination of work,but also depends on the state of the port management system and mechanisms for innovation,so as to promote the development of central ports.Based on this understanding,this paper focuses on the analysis of the Tiao-kuai relationship in the port management,and finds that in the actual work of the ports,the efficiency of the port management is affected by the compartmentalization,overlapping of "Tiao-kuai" of authority and coordination among the local ports authorities.In the new era,we can learn from the relevant experience of the establishment and operation of other countries' ports management agencies,and combine the current situation of our country's ports management,by further improving the position of the competent port authorities,we will carry out structural reform of the administrative departments of ports,improve laws and regulations,gradually push forward the construction of "digital ports" and other ways,and promote the coordinated development of the administrative departments of ports,so as to finally realize the overall governance of ports.
