This paper first describes the theory and practice of ports’ coordinated development, then introduces the development of Liaoning coastal ports, and points out the current situation and problems of coordination development between several ports. In the next part, the paper predicts the throughput of the major ports in year2015to2020; and Super-efficiency Data Envelopment Analysis (SDEA) is used to evaluate the production efficiency of container port in Liaoning Province. The evaluation results indicate that some emerging container terminals have higher productivity compared with the Dalian Port. Then this paper proposes a cluster analysis method to analyze hierarchical classification of Liaoning coastal ports and the result shows that the ports should be divided into three levels. The first level is for Dalian Port, but also the future of international shipping center in Northeast Asia; the second level is Yingkou Port and Jinzhou Port, which are the auxiliary ports of international shipping center in Northeast Asia; and the third level includes Dandong Port, Panjin Port, and Huludao port, their basic orientation is serving the region’s economy. In the next chapter, the evolutionary game theory is used to analyze the internal mechanism of ports’ coordination and competition, and found that the oligopoly characteristics and "path dependence "of competition are the main reasons for lack of coordination among ports, and pure market adjustment can not achieve coordinated development between ports.By regulation the highest price, profit distribution mechanism design, capital penetration and integration, strengthening the industry, and promotion the development of differentiation can promote the development of cooperation in the ports. Finally, the paper puts forward countermeasures and suggestions to promote the coordinated development of the port in Liaoning, including "scientific division and position,"" mechanism innovation","rural development " and "risk-sharing","benefit-sharing", etc.
