Promoting the transfer of the farmland use right is a very important step for China to boost its agricultural modernization,which is often regarded as the second leap in China's reform of the rural economy.Although it is agreed by all that the valuation of agricultural land use right for the purpose of transfer is a prerequisite for a healthy transaction between parties concerned,there remain lots of problems in the process,such as unreasonable pricing and unstandardized procedures for conducting the valuation,which might make the valuation results fail to appropriately reflect the transfer price.This paper believes that to clarify the value of agricultural land transfer,it is necessary to start from three aspects: economic value,social value and ecological value.At present,the evaluation of agricultural land transfer value in China only targets the economic value of agricultural land,resulting in unreasonable pricing and sacrificing the immediate interests of the farmers,which might bring negative impacts on the agricultural land transfer and even affects the rural reform.This paper takes agricultural land transfer value evaluation as the research object,firstly makes a literature review of the research results of domestic and foreign scholars,introduces the theory of agricultural land transfer value evaluation,and argues that agricultural land transfer value is composed of economic value,social value and ecological value.Secondly,it analyzes the current situation of agricultural land transfer in China and finds out the problems that exist in the valuation of the agricultural land transfer.Then the spatial measurement model is used to analyze the factors affecting the agricultural land transfer value and their determining impacts;In view of the problems existing in the evaluation of the value of agricultural land circulation in China,the corresponding countermeasures are proposed.This paper concludes through empirical analysis that the value of agricultural land transfer includes economic value,social value and ecological value,and that under special circumstances,the value of agricultural land transfer might be zero,which explains the reason why there remains a kind of lease of no rent for farmland amongfarmers.
