Research On Effect And Influencing Factors Of Grain Subsidy Policy

In recent years,the state attaches great importance to the implementation effect of agricultural subsidy policy.Hubei province is the main grain producing area in China,and its grain output and quality are related to the food security of China.Since 2004,hubei province has fully implemented the policy of "three agricultural subsidies",which not only stimulated the enthusiasm of farmers to grow grain,promoted the increase of grain output in hubei province,but also effectively promoted the development of agriculture and rural areas in hubei province.Since then,due to the imbalance between urban and rural development and the rising cost of growing grain and other increasingly intensified problems,the marginal effect of the "three subsidies" policy decreased,and farmers' enthusiasm for growing grain decreased.In addition to the lagging nature of the policy itself,there are multiple factors in the agricultural production of hubei province,such as rough operation and low scale production,which lead to a series of problems,such as the reduction of farmers' income from grain planting,the decline of land productivity and environmental pollution.Therefore,hubei province actively responded to the national policy of "agricultural support and protection" in 2016,which effectively solved the problem of environmental pollution and to some extent supported new business entities such as family farms.Combining with the actual situation of each region in hubei province,speeding up the improvement of grain subsidy policy in hubei province is the top priority to promote the development of agriculture and rural areas in hubei province.This paper makes an in-depth study on the implementation effect of grain subsidy policy in hubei province and qujialing administrative area from two perspectives of theoretical and empirical analysis in order to find out whether the grain subsidy policy in hubei province can improve the enthusiasm of farmers to grow grain.The specific contents are as follows:The research content of this paper is divided into six parts,the first chapter is the introduction.This paper mainly expounds the research background,significance,domestic and foreign research review,research contents and methods,research focus and difficulties,and main innovation points and shortcomings.This paper mainly reviews the research on food subsidies in terms of the types of policies and the effects of food subsidies,and introduces the research methods of this paper,including literature review,comparative analysis and questionnaire survey.The second chapter is the theoretical basis for the implementation effect of grain subsidy policy.First,it introduces the basic concepts of direct grain subsidy,superior seed subsidy,comprehensive agricultural endowment subsidy,agricultural machinery purchase subsidy and agricultural support and protection subsidy.The third chapter is the impact of hubei province's grain subsidy policy and the existing problems.First,hubei province's grain subsidy policy is divided into three stages according to time,namely the initial stage,the exploration and adjustment stage and the reform and development stage,to sort out the development context of hubei province's grain subsidy policy.Secondly,the influence of grain subsidy policy in hubei province is discussed from five aspects: grain output,grain planting structure,rural residents' income,agricultural automation and environmental protection.Finally,the paper expounds the problems of grain subsidy policy in hubei province.The fourth chapter is the effect of grain subsidy policy in qujialing administrative area.This part analyzes the relevant data of qujialing administrative area and concludes that under the food subsidy policy,the grain output of qujialing administrative area has decreased in recent years,the rough operation has seriously damaged the environment,the proportion of farmers' agricultural income has decreased,and the level of agricultural automation has greatly improved.The fifth chapter is the analysis of factors affecting the implementation effect of grain subsidies in qujialing administrative area.This chapter mainly USES questionnaire method and econometric model method.The research objects were farmers in qujialing administrative area,jingmen city,hubei province,and the collected questionnaire data were sorted out.Logistic model was used to demonstrate the significance and influence direction of factors affecting the effect of food subsidy policies in qujialing administrative area,and finally empirical analysis results were obtained.The sixth chapteris the research conclusion and countermeasure suggestion.It concludes that the grain subsidy policy in hubei province is conducive to stimulating the enthusiasm of farmers to grow grain and promoting the agricultural modernization.The following Suggestions are put forward: First,we need to make food subsidy policies more targeted.Second,we will increase the directivity of food subsidy policies.Third,we will improve the efficiency of food subsidies.Fourth,strengthen the publicity of food subsidy policy.Fifth,increase the innovation of agricultural subsidies.
