In order to integrate the advantages of government and social capital,people have created new cooperative modes,such as equity cooperation,franchising and government payment,to undertake more complex social projects.In fact,the situation of"public-private cooperation" has been opened up.The related issues are collectively referred to as PPP projects.PPP model has developed rapidly in China,and is widely used in infrastructure and public services,such as education,railway,highway,medical and tourism projects.On the whole,although PPP model develops rapidly in China,it still exposes many problems,such as imperfect operation organization and financing mechanism,unsound risk sharing mechanism,unreasonable income distribution mechanism,incomplete supporting system.For the cultural tourism PPP project,the development of the project is more vulnerable to the common impact of passenger flow,market factors and policy environment,once the environmental factors change,may bring serious impact to the project development.Therefore,from the point of view of social capital side,the PPP project of cultural tourism will take a higher risk.In this research,Taohuayuan culture tourism PPP project is selected as the object of case study.Considering that the PPP project is susceptible to uncertain factors,it is necessary to effectively identify and evaluate the various risks that the project may encounter in the investment decision-making stage,so as to prevent and control the project risks in advance.In this paper,Delphi method is used to classify and identify risks,and AHP method is used to quantitatively evaluate the project risks.Based on the evaluation results,the project risks are classified into ABC classifications,and the key risks are defined.Finally,the corresponding measures are formulated to give full play to the effect of risk prevention and control,and to minimize the losses caused by the project risks.
