Analysis On The Satisfaction Of Farmers' Resettlement With The Increase And Decrease Connection Of Urban And Rural Construction Areas

Land is the basis for farmers to survive.The importance of land to farmers is self-evident.However,with the development of urbanization and rural industrialization,the urban population is increasing,and the demand for construction land is increasing.Both urban construction and rural industrialization inevitably occupied land,and land was needed to be taken as the guarantee of production and life.The policy of increasing or decreasing urban and rural construction land was widely used to solve the problem of urban land shortage and rural money shortage.It has been become an effective way to alleviate the shortage of urban construction land,integrated rural land resources and increased the area of cultivated land.The implementation of increase and decrease link was not only to save land,but also to improve the quality of production and life of farmers.Therefore,as the main stakeholders,the change of farmers' satisfaction was an important part of the evaluation of the effect of the policy.The key to implement the policy of linking urban and rural construction land was the arrangement of rural construction land,the main content of which was the arrangement of rural residential land and the settlement of rural residents.Therefore,as the main stakeholders,the satisfaction of the farmers in the resettlement area was an important part of the evaluation of the effect of the increase and decrease policy.In order to better study the satisfaction of farmers' resettlement in the project area,which was linked with the increase and decrease of urban and rural construction land.First of all,the land consolidation mode in the project area linked to the increase and decrease were summarized into three types: urban village reconstruction,demolition of old and new construction,and overall removal of the subsidence areas.Then,from the villages in Laiwu District of Jinan City,two representative villages with 6 sample points were selected from each type of villages,and 300 farmers were surveyed according to a certain proportion of population.The comprehensive evaluation method was used to establish the satisfaction index system of farmers' resettlement in the project area,and the comprehensive index of farmers' resettlement satisfaction was calculated.TOPSIS was used to analyze the implementation effect of the increase and decrease linkage policy and the resettlement expectation of farmers.The obstacle degree model was constructed to analyze the obstacle factors of farmers' resettlement satisfaction in the project area.The main research contents and results were as follows:1)The satisfaction index of farmers' resettlement in different types of project areas was determined: the comprehensive index of farmers' resettlement satisfaction in urban village type project area was 8.569,the comprehensive index of farmers' resettlement satisfaction in the project area of demolishing the old and building new type was 8.384,and the comprehensive index of farmers' resettlement satisfaction in the project area of demolishing the old and building new type was 8.476.Some achievements have been made in the implementation of the policy of linking the increase and decrease of urban and rural construction land project area,which not only integrated land resources,increased the area of cultivated land,but also resolved the impact of land tension caused by urbanization and rural industrialization,which should be affirmed on the whole.2)It was clear that the implementation effect of the policy of linking increase and decrease and the expected satisfaction level of farmers' Resettlement: the expected satisfaction of farmers' resettlement in the project area of urban villages was at the "excellent" level,the new type of demolishing the old was at the "good" level,and the overall relocation type of the subsidence area was at the "excellent" level.The resettlement of farmers in the project area was generally in line with the farmers' expectations,and the satisfaction level of farmers' resettlement was high.3)The main obstacle factors that affect the satisfaction of farmers' Resettlement in the project area was found out: the construction of supporting facilities in the project area,the relationship between the neighbors,the understanding and support degree of carrying out the link between urban and rural land increase and decrease,the richness of recreational activities in leisure time,the working level and efficiency of the "two committees" of the village,and the annual family income.the economy,policy implementation,living environment and social relations were the main obstacle factors affecting the satisfaction,and from the economic,policy implementation,living comfort and social relations were analyzed.4)Suggestions and measures to improve the satisfaction of farmers' resettlement have been put forward: from the three dimensions of government,village collective and villagers themselves,it was hoped that in the process of linking the increase and decrease of urban and rural construction land in the future,the relevant departments could pay attention to and adjust accordingly.Under the background of Rural Revitalization,the implementation effect of the policy in Laiwu District of Jinan City was analyzed,the satisfaction level of farmers' resettlement was discussed,which was expected to appeal to policy implementer to pay more attention to individual farmers and make the policy play a greater efficiency and provide effective reference for related research and practice.
