Risk Analysis And Practice Research On Rural Indusstry Poverty Alleviation

Since the reform and opening up,the Chinese government has invested more and more in poverty management.Governments,departments,and various social groups at all levels have made concerted efforts to invest a large amount of poverty alleviation funds and formulated inclusive poverty alleviation policies.It has won the world's attention and praised the achievements of the Chinese people in the cause of poverty alleviation.The survey found,in the process of precise poverty alleviation,that industrial poverty alleviation is the core of the poor people to achieve sustainable development from poverty,and it is also the basic appeal of the poor people.Industrial poverty alleviation is the fundamental strategy and important means to get rid of poverty in the current mode of poverty reduction and development,and it is the inevitable result of the shift from "transfusion" to "hematopoietic" poverty reduction.It is an important way to take economic benefits as the center,promote the development of poor areas,and increase the income of poor households.However,there are many potential risks and unknown factors in the development of industrial poverty alleviation projects,which make it difficult for the expected goals and economic benefits of the projects to be successfully realized,and at the same time bring economic losses and spiritual blows to the development subjects and the beneficiaries.It even led to the poor people's inability to stand up again.Therefore,in the face of the continuous and in-depth development of industrial poverty alleviation,it is urgent to study the risk of industrial poverty alleviation.It is a particularly important research topic to accurately assess the risks of the industry poverty alleviation projects and evaluate the relevant practices.The paper selected "Million Mu Aquaculture Demonstration Park" in the town of Wangchenggu industry poverty alleviation project as a case study,using the interview method to analyze and study,focusing on the background,main content,organization model and benefit linkage mechanism of rural industry poverty alleviation project.On this basis,the paper analyzes the various risks and preventive measures existing in the "ten thousand Mu Aquaculture Demonstration Garden" project,which provides experience and reference for the establishment of risk prevention mechanism.The study found that the establishment of a long-term risk prevention mechanism is the fundamental way to prevent and defuse the risk of poverty alleviation in rural industries.Therefore,this paper starts from the perspective of the grass-roots government.This paper analyzes the external risk prevention mechanism and internal risk prevention mechanism,including contract management mechanism,the establishment of "risk-sharing,benefit-sharing" benefit-linking mechanism,internal and external supervision and management mechanism,natural risk disaster early-warning mechanism,and other 10 systems,we will further improve our ability to guard against risks and consolidate the results of poverty eradication.Finally,it summarizes the risk prevention measures of the "10,000 Mu aquaculture demonstration park" industry in the town of Wangchenggu,and puts forward specific measures and methods for poverty reduction risk prevention in rural industries from the three aspects of prevention,control and remediation.Thus,it can provide reference experience for the government to carry out poverty alleviation work in rural industries more effectively and promote the healthy development of poverty alleviation in rural industries more efficiently.
