Study On Poverty Alleviation Of Tourism Industry In Naqu City,Tibet Autonomous Region

Poverty alleviation is a major task for the whole country at present and in the future.General Secretary Xi Jinping solemnly declared on the nineteen Party of the party that 2020 is the decisive year for building a well-off society in an all-round way.We must resolutely fight the three major battles,and emphasize the precise elimination of poverty.To win the battle of poverty alleviation,the key is to carry out targeted poverty alleviation and precise management according to the actual conditions of different poverty-stricken areas such as factor endowment,resource conditions and geographical environment.In 2014,the State Council issued several opinions on promoting the reform of tourism industry,in which it pointed out that targeted poverty alleviation of rural tourism,as an important project to enrich the people,should focus on development,and promote poverty alleviation in poor areas by tourism.As an important content and work to strengthen the targeted poverty alleviation of rural tourism,the poverty alleviation of tourism industry is of great significance to promote the overall poverty alleviation.The poverty alleviation of tourism industry is to develop local tourism,promote the development of local economy,optimize its economic structure,help the local poor people benefit from it,and achieve the real sense of poverty alleviation through the development of tourism resources in poor areas,such as natural scenery,local customs,history and culture,ecological folk custom,rural scenery,etc.Poverty alleviation of tourism industry is an important magic weapon for poverty alleviation.At the fifth and Sixth Symposium on the work of Tibet,the Central Committee made it clear that Tibet should be built into a world tourism destination.This has laid a good policy foundation and action guide for poverty alleviation of tourism industry in Tibet.As a concentrated and contiguous poverty-stricken area in Tibet Autonomous Region,Naqu city is characterized by large dispersion and small concentration,deep degree,complex causes of poverty,high poverty return rate and great difficulty in governance.In recent years,in order to win the battle of poverty alleviation,Naqu city has fully considered the local reality,established its advantages in animal husbandry,agriculture,forestry,commerce and tourism resources,relied on its resource endowment,took special poverty alleviation as the guide of poverty alleviation,and vigorously implemented poverty alleviation in tourism industry.According to the characteristics of Tibet,we will vigorously develop characteristic farming,cultural tourism,and characteristic handicraft industry in northern Tibet,establish cooperative organizations based on Farmers' consortia,and gradually develop the service real economy of hotels,retail supermarkets,car beauty and decoration.According to the production of local agricultural and animal husbandry products,each region will establish animal product processing plants,animal fattening,etc.,and organize farmers to develop large-scale production Shed vegetables,farmhouse and mujiale,support national handicrafts,hot spring development and other industrial projects to promote the income of the poor and achieve poverty alleviation and prosperity.This study takes the tourism industry of Naqu city as an example for empirical analysis.Although the poverty alleviation of Naqu's tourism industry has achieved phased results in recent years,there are still a series of problems,such as the insufficient development of tourism industry itself,the lagging development of the first,second and third industries,the not obvious role of market economy,and the inadequate application of modern science and technology.This paper focuses on the problems existing in the poverty alleviation of tourism industry in Naqu City,combining with the reality of the poverty alleviation,tourism resources and tourism industry development in Naqu City,puts forward the strategies and suggestions to optimize the poverty alleviation of tourism industry: first,to establish a diversified mode of main body participation;second,to develop tourism resources in depth to improve economic benefits;third,to improve the poverty alleviation management mechanism of tourism industry;fourth,to implement the tourism industry The mechanism for the integrated development of industry and poverty alleviation.Based on the research results of related fields,this paper takes the tourism industry of Naqu city as the research object,enriches and improves the content of tourism industry to help the poor,and more effectively guides the development of tourism industry in other cities.
