Research On The Operational Difficulties And Optimization Strategies Of Rural Happy Homes

With the development of social economy and the improvement of people's quality of life,the needs of the elderly in our country are increasing.China's elderly population has a large base,rapid growth,and a complex structure.However,the construction of China's old-age care institutions is relatively lagging,with uneven regional distribution,significant urban-rural differences,and the contradiction between the supply side and the demand side of the elderly.Especially in the vast rural areas of China,the contradiction between the complex population aging phenomenon and limited pension resources is becoming increasingly acute,and it is urgent for the Chinese government to explore new models.Under such a background,the "Rural Happy Homes" came into being,which has become one of the problem-solving paths for rural pensions in China.In recent years,governments around the world have followed suit,creating a new model of mutual assistance for the elderly,diversifying elderly services,and improving the quality of the elderly.The article combs the relevant research of the scientific community,defines the core concepts of rural pension service,rural mutual assistance pension,rural happy home,etc.,and on the basis of the theory of active aging theory,social embedding theory,social support network theory,etc.Research and discussion on the current situation of rural happy homes in the city,using questionnaires and interviews to understand the relevant situation of elderly people over 60 years old in L city,and review the three rural happy homes(including demonstration,standard and ordinary types 1))Conduct field visits,follow the explanations of the village committee,dean and other staff to understand their operating procedures.In this study,through an in-depth investigation and discussion of the current situation of rural happy homes in L city of H province,it is found that the construction of rural happy homes in L city ranks in the forefront of H province,which has produced certain social effects,but there are still many operational dilemmas:policies and regulations lack comprehensive planning,legislation Sexuality is not strong;awareness and identity are low,mutual assistance participation is not high;fundraising and utilization need to be improved,and subsequent operation funds are insufficient;the contradiction between "reconstruction and light management" is prominent,and management efficiency is low.These operational difficulties hinder theimprovement and development of the Rural Happiness Home in City L.The reasons are: the poor government guidance has not yet formed a unified guidance system;the publicity and introduction are not in place,and there is a lack of awareness of mutual trust;fundraising depends only on government finances,and the use of funds is lacking Practical considerations: The village committee's consciousness of participation in management is weak,and the supervision mechanism is flawed.In view of this,based on the understanding of rural elderly people in L city about rural happy homes and the need for mutual assistance and elderly care services,combined with the reality of the participating subjects,the path optimization strategy for the operation of rural happy homes in L city is proposed.First,give play to the government's guiding role and strengthen the corresponding legal and institutional support: clarify the scope of responsibility of "encourageable government",establish an accountability mechanism;promote legislation and system construction,and promote sustainable development.Second,create an atmosphere of mutual assistance for the elderly,and promote publicity and incentives simultaneously: increase the "mutual assistance" propaganda to increase public acceptance;establish a reciprocal incentive mechanism to stimulate voluntary mutual assistance.Third,improve the traditional fund-raising model and ensure the rational use of funds: deepen the integration of funds and expand the channels for raising funds;strengthen personal and family responsibilities,determine a reasonable proportion of payment;standardize the process of using funds and promote transparency in the use of funds.Fourth,innovate operation and management methods and improve the supervision mechanism: clarify the duties of village committees and enhance management awareness;introduce scientific management methods to enhance effective communication;improve the supervision and assessment mechanism to improve the quality of mutual assistance and old-age care services.Through the above measures,the development and improvement of rural happy homes in L city can be promoted to a certain extent,and then this method can be promoted to the whole province to further promote the long-term development of rural happy homes in H province.
