The rapid development of new urbanization and industrialization, brings rapid economic growth at the same time, making the contradiction between people and land increasingly tense. The land is the foundation of all things, the cultivated land is the essence of the land, the indispensable resources of the cultivated land and the scarcity of supply make the protection of the cultivated land more important. The rapid development of social economy, on the one hand, caused the reduction of cultivated land and the reduction of cultivated land quality. On the other hand, by changing people's production and lifestyle, consumption concept and value, people changed the demand of cultivated land, The protection model has shown a lag in the new economy.People's production lifestyle changes and changes in demand levels, to enhance the multi-functional social identity of cultivated land, but also for China's cultivated land protection model has brought a new direction. In 2017, during the two sessions of the whole country, the central authorities carried out new orientation and new requirements for cultivated land protection, and made great efforts to strengthen the protection of cultivated land quantity, quality and ecology, and gave full play to the multiple benefits of cultivated land, highlighting the multiple functions of cultivated land, New requirements for protection of new missions.Based on the existing research, this paper divides the cultivated land function into three types: economic production function, social security function and ecological service function, taking the multiple benefit of the cultivated land in the process of utilization as the starting point. This paper chooses Hubei Province as the research object, constructs the multi-function evaluation index system of cultivated land with the support of social and economic data closely related to the results of cultivated land use, and uses the entropy weight method to determine the index weight and the linear weighting model to calculate the multi-evaluation of cultivated land multi-function in 2000-2014. Based on the evaluation results, the spatial autocorrelation analysis was used to explore the multi- functional evolution of cultivated land in Hubei Province from the two dimensions of time series and space, and the following conclusions were drawn:(1)Analysis of the Multi-functional Evolution of Cultivated Land in Hubei Province from Time Series: During the period from 2000 to 2014, the comprehensive functions of cultivated land, economic production function and ecological service function, the evolution of the law were basically the same, the whole performance was gradually decreased and then gradually rose of an overall trend, the evolution process can be divided into two stages: First, in 2000-2006, arable land function continued weakening stage; the second is 2007- 2014, arable land function at the stage of enhancement. The social security function of cultivated land has shown a slow decline in the period between 2000 and 2014.(2)Analysis of the Multi-functional Evolution of Cultivated Land in Hubei Province from Space: There is a significant and positive spatial autocorrelation in the multi-functional space of cultivated land in Hubei Province. It is shown that the spatial distribution of cultivated land is not random and there is spatial agglomeration effect.During the period from 2000 to 2014, there were no significant changes in the spatial differentiation characteristics of multi-functional land in the whole province. The spatial characteristics of cultivated land are as follows:?The comprehensive functions of cultivated land is characterized by spatial differentiation, which in central Hubei, in southeast of Hubei and in northwest of Hubei. The spatial representation of high-value area is concentrated in the agricultural area of Jianghan Plain in central Hubei province and in the hilly agricultural area of northern Hubei Province, and the low-value area is gathering in the mountain agricultural area of southeast and northwest of Hubei Province.?The economic production function of cultivated land is characterized by obvious spatial differentiation, which in central Hubei, in eastern Hubei and in western Hubei. The spatial representation of high-value area is concentrated in the agricultural area of Jianghan Plain in central Hubei province and low mountain agricultural area at the typical hilly of eastern Hubei Province, and the low-value area is gathering in the mountain agricultural area of western Hubei Province.?The social security function of cultivated land is characterized by the spatial differentiation, which in north-central of Hubei and in southeast of Hubei. The spatial representation of high-value area is concentrated in the agricultural area at the typical hilly of north-central of Hubei Province, and the low-value area is gathering in the low mountain agricultural area at the typical hilly of southeast of Hubei Province.?The ecological service function of cultivated land is characterized by obvious spatial differentiation, which in central-south of Hubei, eastern Hubei and eastern Hubei. The spatial representation of high-value area is distribute in the agricultural area of Jianghan Plain in central-south of Hubei province, and the low-value area is gathering in the mountain agricultural area of western Hubei Province and in the agricultural area at the typical hilly of eastern Hubei Province.(3) Based on the analysis of the two dimensions of time and space, has made a intuitive understanding of the spatio-temporal evolution of multi-functional land in Hubei Province, combined with the actual situation of Hubei Province, proposes suggestions on protecting the multi-functional land. The purpose is to provide the basis and reference for realizing multi-functional protection of cultivated land in Hubei Province.
