Research On The Transfer And Layout Of The Wholesale Industry In The Process Of Non-Capital Function Reduction

Reducing noncapital functions in Beijing is considered the core of the coordinated development of the Beijing-Tianjin-Hebei region.As one of the four key areas of reducing noncapital functions in Beijing,the regional wholesale market follows the principle which combines “cancellation and relocation” and “transformation”.Over the past five years,Beijing has dispersed more than 580 wholesale markets.However,there are problems such as homogeneous competition of the relocating platform,merchants returning,and slow transition behind the accomplishment of the hard dispersal indicators.Although reducing the function of wholesale industry has become a consensus,how to scientifically and rationally selecting industries’ locations in Tianjin and Hebei still remains controversial.Therefore,it is of great theory value and realistic significance to accurately grasp the development and trends of the Beijing-Tianjin-Hebei wholesale industry and analyze the internal mechanism of industrial transfer,industry selection and industrial layout.This paper takes the wholesale industry dispersal of Beijing’s non-capital function as the research object,and follows the research thinking of “theoretical basis→status quo analysis→inherent mechanism→empirical research→implementation path”.On the basis of research summaries of overall industrial transfer and specific industrial transfer in Beijing-Tianjin-Hebei region,this paper analyses the wholesale industry development status with statistical approach,taking substantial summarizes of the problems and outcomes of the Beijing wholesale industry dispersal,from the news and government announcements,into consideration.Then,on the basis of the motivation mechanism of the regional industrial transfer,this paper models the evolutionary game under bounded rationality,which shows the importance of regional capacity and government support.Next,the paper establishes the industry transfer site selection evaluation system from industry dimension and space dimension.With the assistance of the qualitative analysis and quantitative measurement of the improved industrial gradient coefficient,government industrial development plan,the influencing factors of the location and the industrial undertaking capacity,this paper clarifies the site selection of Beijing’s non-capital function wholesale industry dispersal.Finally,to optimize the regional industrial layout and deepen the demand for coordinated development of Beijing-Tianjin-Hebei region,the industrial transfer needs explicit dispersal direction and acceleration of transformation and upgrading.Meanwhile,the industry undertaker needs to improve the capacity to achieve better matches.
