Spatio-temporal Characteristics And Territorial Types Of Urban-rural Development Transformation In Jiangsu Province

The 19 th National Congress clearly proposes “implementing the strategy of rural revitalization”,expecting to promote the development of urban-rural integration.It is important to study regional spatio-temporal characteristics and territorial types of urban-rural development transformation and explore the formation mechanism of different types of urban-rural development transition to promote the integration of urban-rural development.Constructing evaluation index system for the degree of urban-rural development transformation from four aspects as economic development,social policy,public services,resources and environment.Adopting the entropy method to measure the level of urban-rural transition development in Jiangsu Province in recent 11 years.According to this,this paper also analyzed spatial and temporal evolution characteristics and regional types of urban-rural transition development in Jiangsu Province through coefficient of variation analysis and spatial auto-correlation model.The major conclusions can be drawn as follows:(1)Since the founding of our country,the transformation of urban-rural development in Jiangsu Province has undergone five stages: First,the preliminary establishment of dual structure in urban-rural areas from 1949 to 1958.Second,the solidification of urban-rural dual structure from 1958 to 1978.Third,the disintegration of urban-rural partition barrier form 1978 to 1992.Four,Rapid urbanization lead to imbalance in urban-rural development from 1992 to 2003.Five,urban-rural coordination and integration development since 2003.In a word,the relationship between urban and rural areas has experienced the evolution from urban-rural dual to urban-rural integration and then to the pursuit of urban-rural integration.(2)From the overall characteristics of urban-rural development transformation,the level of urban-rural development transition in Jiangsu province from 2005 to 2015 showed an upward trend,with a clear phase trend and regional differences decreased.In addition,the score of urban-rural economic development,social policy,public service,resource and environment transition showed an upward trend,and the transition developed rapidly.From the perspective of urban-rural development transition pattern,the urban-rural economic development transition generally shows“southern high,north low” cascade development pattern.The urban-rural social policy transformation has two high value centers,the low value region is still located in most counties and cities in northern Jiangsu.The transformation space of urban-rural public services presents a pattern of high in the north and south and low in the middle.The transition pattern of urban-rural resources and environment is the most special,the high value region is roughly “L” type,and the low value region is divided into the northeast region and the southern region.(3)In the process of space-time evolution of urban-rural development transformation in Jiangsu province from 2005 to 2015,except for the weak spatial relevance of urban-rural social policy transition,urban-rural economic development,public service,resource and environment transformation all showed a highly concentrated situation in space.On the whole,the urban-rural development transition in urban and rural areas shows a situation of agglomeration and distribution in space,and the phenomenon of spatial agglomeration is strong first and then weak.The level of urban-rural development transition is characterized by “high in the south,low in the north”.From the view of the speed of urban-rural transformation,the spatial agglomeration of the slow transition area at the county level is the most significant,and the rapid transition area is also more typical.The speed of transformation in most areas of northern and central Jiangsu is fast,the speed of transformation in southern Jiangsu is slow,and the direction of east and west is relatively slow.The speed of transition in eastern Jiangsu is faster than that in western China.(4)In this paper,the regional types of urban-rural development transformation in Jiangsu province are summarized into six categories,and the development characteristics of different types of urban-rural development are analyzed and the transformation countermeasures are put forward.
