The Measurement Of Urban Diffusion Effect On Rural Economy And Analysis Of Its Influencing Factors

From the Third Plenary Session of the 11 th CPC Central Committee on the functional orientation of agriculture to the 19 th CPC National Congress on the implementation of the strategy of rural revitalization,China's urban-rural economic relations have experienced the development process from polarization effect to diffusion effect adjustment,and realized the transformation from "rural service city" to "urban driving rural".In this context,it is of great theoretical and practical significance to strengthen the economic diffusion effect of cities on rural areas,alleviate the disequilibrium of urban-rural dual economic structure,achieve the goal of "promoting agriculture by industry,bringing rural areas by city",and promote the integrated development of urban and rural areas.First of all,this paper systematically analyzes the connotation,diffusion path,driving mechanism and influencing factors of urban economic diffusion effect on rural areas on the basis of combing the existing relevant research.Secondly,based on the perspective of macro-economy,meso industry and micro factors,this paper constructs an evaluation index system,and uses entropy method to evaluate the economic diffusion effect,time trend and spatial difference of 30 provinces in China.Thirdly,based on the provincial panel data from 1997 to 2017,this paper empirically analyzes the influencing factors,regional heterogeneity and scale heterogeneity of urban economic diffusion effect in rural areas.Finally,this paper puts forward some policy suggestions to strengthen the effect of urban economic diffusion in rural areas.This study shows that:(1)the economic diffusion of urban to rural areas is realized through the three paths of micro factor,meso industry and macro development,and its diffusion driving mechanism includes factor flow mechanism,industrial chain mechanism,market competitionmechanism and government incentive mechanism.(2)In the past 20 years,the diffusion effect of cities on rural economy has shown a trend of short-term fluctuation and long-term rise,but the spatial difference between provinces is significant.(3)The urban economic diffusion ability,the rural diffusion undertaking ability and the promotion of the urban-rural spatial correlation can strengthen the diffusion effect of the city on the rural economy,while the excessive government intervention can weaken the diffusion effect of the city on the rural economy.(4)The effective realization of urban driving rural needs to strengthen the urban "diffusion source" effect,enhance the rural "acceptor" effect,strengthen the industrial interaction and spatial integration between urban and rural areas,and optimize the institutional arrangement and supply of urban and rural government.
