Study On The Main Problems And Countermeasures Of Cultivating New Agricultural Management In Tongbai County

With the acceleration of urbanization,a large number of young and middle-aged people from rural areas to towns,the main body engaged in agricultural production gradually aging,agricultural production efficiency is reduced,which seriously restricts the level of economic development.In recent years,the CPC Central Committee and the State Council have continuously issued documents related to the main body of new agricultural management.In 2013,the first document of the Central Committee put forward the concept of "a new type of agricultural management subject ",encouraging farmers to carry out large-scale production,centralizing the fine agricultural land through the way of agricultural land circulation,and using modern production tools for mechanized production to increase production.In 2014,the first document of the Central Committee put forward : " to speed up the construction of a new agricultural management system by developing various forms of scale management,supporting the development of new agricultural management subjects,perfecting the socialized service system of agriculture,and speeding up the reform and development of supply and marketing cooperatives,etc." In 2015,the first document of the Central Committee put forward : " accelerate the construction of a new agricultural management system,adhere to and improve the basic rural management system,adhere to the main position of farmers' family management,and actively develop various forms of moderate scale management ".Compared with the traditional one-family agricultural production units,the new agricultural management main body has various and flexible management forms,mainly including professional planting and raising large households,family farms,farmers' professional cooperatives,agricultural enterprises and other large-scale management units.Such diverse carriers are more sensitive to the market and more receptive to cutting-edge production technologies.Cultivating new agricultural management subjects is of great significance for realizing large-scale agricultural management and improving agricultural production level.Therefore,the important task of solving the problem of "agriculture,countryside and farmers" is to cultivate the main body of new agricultural management.In 2013,the Tongbai county government issued a series of policies and programs aimed at cultivating new agricultural management subjects.These policies accelerated the development speed of the new agricultural management subjects in Tongbai County.According to the instructions of the state on agricultural policy in recent years,the establishment and perfection of the new agricultural management cultivation system in Tongbai County has the policy and inevitability of development.Cultivating new agricultural management subjects is the key to the development of agricultural economy and the key to promote the development of characteristic agriculture in Tongbai County.Based on the analysis of the present situation of agriculture and the cultivation of new management subjects in Tongbai County,this paper summarizes the problems faced in the process of restricting the new agricultural management subjects in Tongbai County,and provides suggestions and countermeasures combined with typical case analysis.The specific conclusions are as follows:(1)The system of cultivating new agricultural management subjects in Tongbai County is becoming more and more perfect.The existing policies include: government support policy,subsidy and incentive policy,infrastructure policy,rural financial reform policy,land transfer policy and building talent team policy.(2)Through the study of the present situation of agriculture in Tongbai County,it is found that the scale of agricultural production is constantly expanding,the income level of farmers has increased significantly,the rural labor force has been transferred in large quantities,and the construction of rural infrastructure has gradually improved.Tongbai County's leading industry is growing,mainly reflected in the initial scale of tea industry modernization;mushroom industry modernization has achieved initial results;grain and oil industry has made considerable progress.(3)In the process of cultivating new agricultural management subjects in Tongbai County,the following problems are faced: the driving ability of new agricultural management subjects is weak;the agricultural talents are scarce and the farmers' cultural level is low;the cultivation funds are short and the financing channels are narrow;the farmers' land circulation attitude is poor and the efficiency is low;the management mechanism of new agricultural management subjects is backward;the implementation of policies is not in place and the execution is not strong.(4)Based on the experience of three typical cases of Yuehe Zhonglong Family Farm in Tongbai County,Jinding Lentinus edodes Cultivation Cooperative and Sanyuan Grain,Oil and Food Agricultural Leading Enterprises in Henan Province,we can see that government support policy,increasing agricultural subsidies,promoting land circulation,standardizing the management system of experience subjects and innovating the level of agricultural technology production are important measures to cultivate new agricultural management subjects.(5)In view of the problems faced by the cultivation of new agricultural management subjects in Tongbai County,the following countermeasures and suggestions are put forward: raising the development level of all kinds of new agricultural management subjects;cultivating new types of professional farmers and expanding the ranks of agricultural professionals;widening diversified financing channels to support the development of agricultural insurance;innovating and perfecting the mode of land circulation and perfecting the mode of land circulation;and standardizing the management system and management system of new agricultural management subjects.
