| At present,with the increasingly complicated international economic situation,new trade protectionism continues to heat up,some developed countries are targeted to increase trade barriers and technological blockades against China,resulting in the technical barriers of some of China's core industries,independent innovation is imminent.In this context,in the face of China's economic growth shift,the traditional development method has gradually weakened the role of economic growth,it is urgent to play a leading role in innovation,build an innovation highland with global radiation,and cultivate new kinetic energy for economic growth.The Guangdong-Hong KongMacao Greater Bay Area is one of the regions with the strongest economic vitality,the best industrial foundation,and the highest degree of openness in China,has a realistic foundation for building an international innovation center,but there are still Problems like undeveloped cutting-edge technologies,unbalanced technological development,and an undeveloped innovation ecology systems,which still have a certain gap with the establishment of a world-class innovation highland.Based on this,this paper conducts research on the operation mechanism and performance of the innovation ecosystem of the Guangdong-Hong Kong-Macao Greater Bay Area,and clarifies the characteristics of innovation and development of the Guangdong-Hong Kong-Macao Greater Bay Area.Will not only conducive to giving full play to the innovation and development advantages of the Guangdong-Hong Kong-Macao Greater Bay Area,but also provides a reference for other regions in China to optimize the innovation ecosystem.This thesis first reviews the theoretical evolution of the innovation ecosystem,and sorts out domestic and foreign literature on the innovation ecosystem's connotation,characteristics,operating mechanism,and performance evaluation.based on this,analyzing the composition?essential characteristics and operating mechanism of the Guangdong-Hong Kong-Macao Greater Bay Area innovation ecosystem theoretically,further build a comprehensive evaluation index system based on the two factors of process and result,use the super-efficiency DEA model to conduct horizontal and vertical performance evaluation of the innovative ecosystem of the Guangdong-Hong Kong-Macao Greater Bay Area,and summarize the experience of developed countries and regions improving the innovative ecosystem,refining the enlightenment for the Guangdong-Hong Kong-Macao Greater Bay Area for reference,and finally putting forward an implementation path for optimizing the performance of the innovative ecosystem in the Guangdong-Hong Kong-Macao Greater Bay Area.The research results show that:(1)The evolution cycle of Guangdong-Hong Kong-Macao Greater Bay Area's innovation ecosystem can be divided into a construction stage,a growth stage,and a maturity stage.The operation mechanism in the construction stage is mainly a power mechanism and a resource integration mechanism,and the operation mechanism in the growth stage is mainly synergy mechanism,replication mechanism and evaluation mechanism,the operating mechanism that plays a leading role in the mature stage is the stability mechanism and the balance adjustment mechanism;(2)According to the overall performance evaluation results,the performance level of the innovation ecosystem in the Guangdong-Hong Kong-Macao Greater Bay Area is relatively high,in 2009-2018 The annual performance scores remain at a weak effective level of DEA;(3)From the horizontal comparison results,the input and output of the Guangdong-Hong KongMacao Greater Bay Area is better than the Yangtze River Delta and Beijing-TianjinHebei urban agglomerations;(4)From the vertical comparison results,from 2009 to 2018 The performance score of the innovation ecosystem in the Guangdong-Hong Kong-Macao Greater Bay Area showed a declining-up-down-up trend,with the highest performance score in 2018.However,the Guangdong-Hong Kong-Macao Greater Bay Area innovation ecosystem still suffers from insufficient basic R&D investment,low utilization efficiency of innovation resources,and low openness to the outside world.Based on this,the author draws on the successful experience of the developed countries in optimizing the innovation ecosystem,and combines the development characteristics of the Guangdong-Hong Kong-Macao Greater Bay Area,proposed the development ideas and implementation paths of optimizing the innovation ecosystem of the Guangdong-Hong Kong-Macao Greater Bay Area from different angles,like opening up innovative talent circulation channels,improving the innovation capital guarantee system,improving the efficiency of innovation resource utilization,and optimizing the innovation environment supporting construction,... |
