Research On The Implementation Mechanism Of Tourism Accurate Poverty Alleviation

To strengthen the targeted poverty alleviation of rural tourism is one of the important ways to achieve rural revitalization.Under the guidance of the concept of targeted poverty alleviation and the concept of tourism poverty alleviation,tourism targeted poverty alleviation is a poverty alleviation model that gives full play to the resource advantages of poverty-stricken areas and actively drives the local poor people to participate in tourism business activities,so as to achieve the effect of poverty alleviation.For this reason,based on the previous research results and the relevant policies of national targeted poverty alleviation,supported by stakeholder theory,participatory poverty alleviation theory,tourism system theory and sustainable development theory,this study takes the former national poverty-stricken village,Lianhua Town,Xiamen City,Fujian Province,as a case study,and investigates the past of military camp village through in-depth interviews and questionnaires In the whole process of tourism poverty alleviation,such as poverty discrimination,poverty alleviation assistance and poverty alleviation management,this paper makes an in-depth analysis of its poverty alleviation practice mechanism.Research findings: first of all,although the whole village was lifted out of poverty by the end of 2018,there is still a relatively obvious tendency to return to poverty,such as the imbalance of villagers’ income and the large gap between the rich and the poor,the various causes of poverty,the low level of Education and education,the low skills of poverty alleviation and the limited willingness and ability to accept new things and new skills.Secondly,from the perspective of the discrimination process of tourism poverty alleviation,the feasibility of carrying out tourism poverty alleviation in military villages is relatively high,but the discrimination standard of only taking the poverty line of Xi amen City as the poverty alleviation object is too rigid,which is not conducive to the accurate screening of poverty objects.Thirdly,from the perspective ofthe process of tourism poverty alleviation assistance,under the guidance of the government,the military villages fully mobilize the active participation of tourism enterprises,rural elites,and the poor,and strive to build local tea planting and other planting industries to develop characteristic resource projects and suburban leisure tourism projects with natural ecological outlook.The results of poverty alleviation are remarkable,and the income of villagers has increased significantly.However,it is also found that there are some problems,such as the lack of pertinence and accuracy of aid policies,the weak willingness of poor people to participate in poverty alleviation,the lack of effectiveness of pairing aid policies and the unbalanced utilization of poverty alleviation resources.Finally,from the perspective of the management process of tourism poverty alleviation,the military camp village has carried out timely and effective tracking management of poverty alleviation objects,poverty alleviation projects,poverty alleviation subjects and poverty alleviation effects,so that the tourism poverty alleviation can be carried out in a stable and orderly manner.However,the re are still some problems,such as limited government information,lack of to urism talents and single source of poverty alleviation funds.Therefore,this study attempts to put forward some possible improvement strategies for the problems in the process of poverty alleviation in the military villages and to prevent the hidden dangers of the subsequent return to poverty,hoping to provide targeted strategic reference for the development of permanen t poverty alleviation and Rural Revitalization of the military villages.
