As a new way to alleviate poverty in industry,targeted poverty alleviation by tourism is different from previous poverty alleviation means such as government financial transfer payment and social assistance.It has strong comprehensive driving force,great supporting function and wide benefit range,which can drives the economic development and create a complete industry chain of poverty alleviation in the poor area.As a national-level deep poverty village,Niumaoping village in Wanyuan city has integrated rural tourism with targeted poverty alleviation in accordance with local conditions,It vigorously carrying out targeted poverty alleviation through tourism,and effectively promoted the poor population to get rid of poverty and become rich.This paper studies the successful practice of Niumaoping village and lays a foundation for exploring the path of poverty alleviation by tourism in poor villages.Based on the background and significance of tourism precision poverty alleviation,this paper compares domestic and foreign research status and research results,uses multi-subject collaborative governance theory,stakeholder theory,sustainable development theory,adopts literature analysis,interview method,Case study method and other research methods,through visits helping units,tourism companies,village committee cadres,and poor in Niumaoping Village to obtain first-hand basic data,based on the data,Summarize the case of Niumaoping Village's tourism targeted poverty alleviation.Secondly,based on the actual development and characteristics of tourism targeted poverty alleviation in Niumaoping Village,this case has been described from the aspects of the feasibility of tourism poverty alleviation and development,previous problems,development history,participants,main practices,and main results.Thirdly,from three perspectives of multi-subject participation,tourism poverty alleviation management,and poverty household participation,in-depth analysis of Niumaoping Village's tourism poverty alleviation:(1)Explore in detail the functions and responsibilities of each subject and the policy interaction,resource and benefit sharing between the subjects,so as to establish a mechanism for participation and coordination.(2)Analyze the scientific management of poverty alleviation resources,processes,and effects,and improve the monitoring and evaluation system for targeted poverty alleviation in tourism.(3)Study the participation model,participation principles,and participation methods of poor households to activate their endogenous motivation.Finally,the empirical enlightenment is drawn,that is,to nurture diversified poverty alleviation subjects to help tourism targeted poverty alleviation,transparently supervise tourism targeted poverty alleviation,and broaden the channels for poor households to participate,thereby clarifying the value of case study on targeted tourism poverty alleviation in Niumaoping Village,and for other tourism potential Poor villages provide practical experience in tourism targeted poverty alleviation.This paper considers that to achieve good results in targeted poverty alleviation of poor rural tourism,it is necessary to introduce multiple subjects to participate in cooperation,and in the implementation process to establish a dynamic information supervision and management system,interest supervision mechanism,and tourism poverty alleviation assessment mechanism management.At the same time,it is necessary to innovate the model of poor households participating in tourism targeted poverty alleviation,and increase the participation of breadth,depth and quality,and through changing from“ other assistance ”to“ self-help ”to achieve poverty alleviation goal.
