Risk Assessment And Sharing Research Of Changshou District Tourism Infrastructure BOT Project Under The PPP Mode

Nowadays,with the staggering step of domestic urbanization,the social economy has been advancing steadily and rapidly.In this new era of economy growth,there are many factors influencing the progress of domestic urbanization.Above all,the boost of the tertiary sector of the economy could be the most imperative factors,which is mainly constituted by tourism.It has not only promoted the escalation of social economy,but also accelerated the evolvement of urbanization.Developing tourism is the significant national policy,which has currently become the essential carrier of fostering China's economic transformation and upgrading and novel urbanization construction.Nevertheless,tourism could not develop without infrastructure,which requires huge amount of funding.The PPP Mode is an effective solution to the issue of project funding that could lessen the financial burden of government departments,while uplifting the quality and efficiency of the project itself with the characteristic of PPP Mode.However,it does not mean that we could ignore that there could be numerous risk factors due to the complexity of PPP Mode itself.Moreover,since those factors are intricate as well,the change of context could produce continuous risk throughout the whole life cycle of the project.Hence,with the application of PPP Mode to tourism infrastructure,it has to be determined whether how to carry out the project risk identification and assessment.This paper uses the New Public Management Theory,Entrepreneurial Government Theory,Public Goods Theory and other related theories,as well as the literature review method,questionnaire survey method,fuzzy comprehensive evaluation method,and Shapley value analysis method to perform the risk identification,evaluation and sharing system analysis of BOT projects in Chongqing's Changshou District tourism infrastructure.Through establishing the risk assessment model of BOT project in Chongqing's Changshou District tourism infrastructure,this paper provided targeted measures,which benefits the problem solving in the whole life cycle of relevant project,ensuring the implementation of the project.To begin with,the related public theoretical methods used in the analysis of this paper and related concepts such as BOT project and tourism infrastructure are described.Subsequently,The compatibility analysis between tourism infrastructure projects and the PPP Mode was executed,while the feasibility of introducing the PPP Mode being analyzed from the maturity analysis of policies,markets,and projects.Thereafter,in the aspect of risk identification,this paper selects the tourism safety risk factors of the longevity area through the combination of expert survey method and checklist method,and constructs a risk evaluation index system and model based on the identified project risks.Additionally,regarding to the risk assessment,according to the results of risk identification,the criterion layer(8 indicators)and indicator layer(36 elements)of the project were summarized.The relevant data is processed in conjunction with the fuzzy analytic hierarchy process to obtain the project approval risk,design risk,financing risk,and construction risk,the operational risk,the transfer risk,the policy risk,the natural risk of the eight indicators of the weight value and the indicator layer to the respective standard layer weight.Based on the comparison and analysis of the weighting results of the 36 risk factors in the indicator layer with respect to the criterion layer,a comprehensive risk assessment of tourism infrastructure construction in the longevity area is realized.As the final point,through expert consultation and analysis of various engineering indicators,safety indicators,empirical methods,etc.,a comprehensive assessment of each risk and the overall risk of the project was taken in combination with the risk-taking theory.Fittingly,the government and social capital tourism-oriented development-oriented infrastructure construction BOT project related risk bearers and the stakeholder interest claims were identified and analyzed via the Shapley value method on the basis of analysis of tourism orientation.
