In recent years,food security events occurs frequently.Under such background,the growing needs of the people for a better life has put forward new demands for traditional food safety governance.The link among social subjects has been significantly enhanced,the new pattern of food safety social co-governance has taken shape.Common interest appeal and subjective consciousness makes collaborative governance possible,the superiority of collaborative governance in governance concepts,governance methods and governance effects is also widely recognized.It can be said that collaborative governance is the inherent need to achieve catering food safety governance and important guarantee for the orderly development of the catering industry.This paper defines the theory of synergy and the basic concepts of food safety and catering services.Followed by combing with analyzing relevant literature,field investigation,questionnaires,etc.To understand the status of food safety supervision in the catering industry in L District,combining foreign governance experience with collaborative governance theory to propose the improvement and solution of food safety collaborative management in catering industry.The paper is divided into 6 parts.The first chapter is the introduction,research status at home and abroad,etc.Introduce the research results of domestic and foreign research scholars on the theory of collaborative governance and the theory of catering food safety supervision.The second chapter is the core concept and supporting theory.Research status including concept connotation and participation subject.Defining related concepts such as collaborative governance and food catering safety supervision,and expounding the theory of food safety supervision.The third chapter expounds the historical changes of food safety governance,current status of food safety management in the catering industry in L District and the difficulties it faces.The fourth chapter analyzes the causes of food safety collaborative management in the catering industry in L District,mainly from the public sector,food enterprises,consumers,social organizations(industry associations)and the media.The fifth chapter mainly introduces the advanced experience of food safety supervision in developed countries such as the United States,Japan,and the European Union.The sixth chapter proposes countermeasures to improve the coordinated management of food safety in the catering industry in L District.Final conclusions,review and summarize the full text.
