Research On The Development Strategy Of Nansha Free Trade Port Policy Based On System Dynamics

With the nineteen convening,general secretary Xi Jinping called for China to further expand its opening level and build free trade ports on the basis of free trade pilot area.The exploration and construction of free trade ports has become a new mark of development.Its construction is in line with the trend of international development.The opening of multi-dimensional and high level enables China to integrate into the global economic and trade system smoothly.China's economy is taking off further.No matter from the background to adapt to the trend of development,or the inherent advantages of Nansha,the construction of free trade port is the inevitable path for the development of Guangzhou Nansha pilot free trade zone.In this context,the paper uses the theory of system dynamics to simulate the impact of different policy configurations on Nansha free trade port,and then obtains the optimal development strategy of free trade port.The free trade port system is relatively complex and involves a wide range.After combing the research contents,methods and theories about the free trade port and port city system at home and abroad,and considering the influence of some city related factors,a dynamic model of Nansha free trade port system is constructed,which is composed of four subsystems: free trade port,city economy,port city resources and environment By analyzing the policy texts of the central and local governments on the construction of Nansha free trade port,the paper identifies five policy hotspots,namely,trade facilitation,new industry,expansion of opening up,talent introduction and tax preference,transforms them into policy variables and introduces them into the system dynamics model of Nansha free trade port,simulates the system when there is no policy intervention and changes single / multiple policy parameters Through the comparison and analysis of the simulation results of the policy scheme,the development countermeasures of Nansha free trade port are obtained.The main research results are as follows: 1.Issue more targeted policies to optimize the business environment of Nansha free trade port,give priority to the implementation and greater efforts to promote policies that are conducive to improving the business environment;2.Supplement and support various types of policies in multiple dimensions when the basic supply capacity is sufficient;3.In the development of Nansha free trade port,port,collection and drainage The infrastructure construction of transportation system,urban logistics and other aspects should be allocated simultaneously;4.Continue to optimize the industrial structure and increase the proportion of the tertiary industry;5.Improve the environmental governance capacity and improve the utilization rate of resources such as coastline and land.
