Chinese medicine culture health tourism is a new tourism format that China and Guangdong Province have focused on in recent years.At present,many researches on traditional Chinese medicine culture health tourism are still at the initial stage.Most of the research content is about development history,concepts,development basis and conditions,resource characteristics,market status and development suggestions.There is no systematic research on government planning and development of traditional Chinese medicine culture health tourism.This paper conducts research under the background that the traditional Chinese medicine culture health tourism industry in Guangdong Province has become a hot spot in the tourism industry.By exploring the mechanism of Chinese medicine culture health tourism planning decision-making,studying the factors that affect government planning and implementation,and expanding the relevant theories and practices of government tourism planning Research help the healthy development of traditional Chinese medicine culture health tourism in Guangdong Province and promote the development of traditional Chinese medicine health production.The theoretical perspective of this article is the theory of tourism planning failure and stakeholder theory in the field of public management.The research methods in this article are literature research method,case analysis,interview method and questionnaire method.Combined with a theoretical perspective,this paper analyzes the performance and causes of the decision-making of traditional Chinese medicine culture health tourism planning in Guangdong Province,and puts forward corresponding countermeasures and suggestions.This paper analyzes the current status of the government's decision-making mechanism for the traditional Chinese medicine culture health tourism in Guangdong Province.Starting with the typical case of Luofu Mountain Scenic Area Project,it studies the objectives,subjects,and processes of the traditional Chinese medicine culture health tourism planning decision-making mechanism,and the participation of relevant stakeholders in the decision-making process,and then discuss the problems of the government planning decision-making mechanism of traditional Chinese medicine culture health tourism in Guangdong Province.The problems are that government tourism planning does not adapt to the development of the tourism industry,the government planning decision-making is legalized and has a low degree of proceduralization,the main body of tourism planning decision-making is lacking,and the public participates in tourism planning The level of decision-making is low;the cause of the problem is that the concept of government tourismplanning is backward,the legal system of government tourism planning decision-making is not perfect,the administrative coordination mechanism of government tourism planning decision-making is not rationalized,and the information disclosure mechanism of government tourism planning decision-making is not introduced.The development of social organizations such as tourism industry associations is not yet mature.Based on the perspective of decision-making failure and the theory of related stakeholders,it is proposed to promote the transformation of the concept of tourism planning decision-making from government-led to public policy,strengthen the construction of laws and regulations on tourism planning decision-making,and rationalize the administrative coordination mechanism of tourism planning decision-making.Introduce public participation mechanisms for tourism planning and decision-making,standardize information disclosure mechanisms for tourism planning and decision-making,and mobilize industry associations and other NGOs to participate in decision-making initiatives.Through comprehensive research and analysis,this paper explores the problems of the decision-making mechanism of traditional Chinese medicine culture health tourism,and puts forward ideas,measures and related policy guarantees for the healthy development of traditional Chinese medicine culture health tourism industry.
