Innovation is an important determinant of international competition.Enterprises are the main body of technological innovation,and their technological innovation ability largely reflects the international competitiveness and economic development level of a country.In recent years,China has continuously increased the scale and intensity of R&D investment.which plays a huge role in creating new drivers of economic growth led by innovation.In China,software and information technology service industry is an important strategic emerging industry,and strengthening R&D investment is an important prerequisite for the development of this industry.However,the high cost,uncertainty,indivisibility,non-monopoly and high risk of R&D investment greatly inhibit the enthusiasm of enterprises to increase R&D investment.The preferential tax policy is an important policy measure to support the technological innovation of enterprises in China,which plays an important role in promoting the R&D investment of enterprises.To study the incentive effect of tax preferential policies on the R&D investment and enterprise performance of software and information technology service industry in China not only has important theoretical and practical significance for improving the quality and efficiency of the industry and sustainable development,but also has important strategic signifi cance for China to cultivate new economic growth points and realize innovation-drive n,transformation and upgrading.On the basis of summarizing the domestic and foreign research status and relevant theories of tax incentives and R&D investment on enterprise performance,this paper clarifies the meanings of tax incentives,R&D investment and enterprise performance.From the theoretical level,this paper analyzes and discusses the effect of tax incentives on enterprise performance,R&D investment on enterprise performance,and tax incentives on R&D investment,and proposes research hypotheses and selects and defines relevant variables.This paper analyzes the status quo of tax incentives and R&D investment of listed companies in software and information technology services.Taking gem software and information technology service listed companies as research objects,panel data from 2014 to 2018 were selected,and the effects of tax incentives and R&D investment on enterprise performance were empirically tested by using fixed effect and random effect models,and the mediating effect of R&D investment was further tested.It is found that:the income tax preference and turnover tax preference have positive incentives to the performance of software and information technology service enterprises.R&D investment also produces positive incentive to enterprise performance;Income tax incentives and turnover tax incentives have positive incentives for R&D investment;There are some intermediary effects between R&D investment on income tax preference,turnover tax preference and enterprise performance.Combined with the characteristics of software and information technology service industry and the research results,the corresponding countermeasures are put forward from the perspectives of government and enterprises.
