With the rapid growth of global computer and Internet technology,products and services provided by software and information technology services not only changed the modern way of working but also gradually penetrated into all aspects of our life.The industry not only has the advantages of high technology content,low energy consumption,low pollution,high value-added economic,it can promote industrial restructuring and transformation of economic development,and software and information technology have been essential to the promotion of comprehensive national strength and international competitiveness status,thus the government has developed software and IT services into a strategic position.However,according to the data from the National Bureau of industry and information technology sectors in recent years,the development of China's software and IT services industry is coming into a relatively flat stage in recent years,even sometimes appeared a partial retrogression.Therefore,according to regional differences,how to promote the steady development of the industry become a serious problem.Firstly,by studying and summarizing the theories and literatures,the development process and its empirical application of the theoretical results of TFP in industrial economics are organized;the research ideas,methods,frameworks and innovation are established to ensure sufficient scientific basis in variables selecting,model building and empirical analysis.Secondly,in order to measure total factor productivity of China's software and information technology services,the study collects industrial added value,fixed assets,liquidity,labour data of the industry,estimates the TFP of all provinces by DEA-Malmquist index method,and analyzes from twe ways of time dimension and area dimension.In addition,the study also collects panel data to measure the level of the provinces of human resources,research and development capabilities,industry concentration condition,openness and other factors.At last the regression model of TFP influencing factors is established.Finally,based on the result of empirical study,this paper will give some specific suggestions for developing the software and information technology services industry from three aspects--the enterprises,the industry and the government.
