Poverty-alleviation is a pivotal national strategy, and China solemnly promises to eliminate the amount of the poor which are under current standards by 2020.Although China has achieved world-renowned achievements in poverty reduction,16.6 million people are still below the poverty line as of 2018.Due to the financial and technical limitations of the Poor Households,it is difficult to achieve income growth in agricultural production, making it difficult to get rid of poverty. One of the ways to fundamentally solve the rural poverty alleviation problem is to deepen the reform of the rural land institution. The “Tripartite Entitlement System” and “Trinity Rural Land Reform” of rural land is a significant innovation in China's land institution at this stage, effectively solving many existing problems, which are conducive to promoting the modernization of agriculture and rural areas.Under the current trend of accelerated non-agricultural transfer of rural labor and the reallocation of rural land resources, promoting the reallocation of rural land resources to help overcome poverty has become an important issue.Via the research on the poverty reduction effect of rural households' land resources reallocation and choice behavior and the exploration of its internal mechanism, this paper,on the one hand, expands the research perspectives of land resource allocation and poverty alleviation. On the other hand,it also provides a reference for decision-making of poverty-alleviation in poverty-stricken areas.Based on the above description, this paper closely follows the research theme of the poverty reduction effect of rural land resource reallocation, using behavioral theory of farmers, resource allocation theories and poverty alleviation theories. With Dabie Mountain region and national poverty county--Wangjiang County in Anhui Province as the research area,it adopts a variety of research methods such as literature analysis, field research and quantitative analysis, which deeply analyzes the internal mechanism of rural land resource reallocation and poverty alleviation, empirically analyzes the poverty reduction effect and choice behavior of rural households' land resource reallocation, and proposes several policy recommendations as well. The innovative explorations made in this thesis mainly include:1.Verifying the effect of poverty alleviation caused by the reallocation of rural land resources. In this paper, the land transfer area of rural households and the land area which is occupied by the Development-oriented Poverty Reduction Project areapplied as the key indicators of the reallocation of land resources. From the perspective of income poverty, the OLS Linear Regression model is used to empirically analyze the microscopic data of 1,000 poor households obtained from field research. The empirical results present that the above two key indicators have a significant impact on the per capita income of poor households, with marginal effects reaching 7.5% and 36.4% respectively. After excluding the samples of income higher than 90% and less than 10% and performing a regression analysis again, similar results are still obtained, which actually shows that the reallocation of rural land resources can bring about poverty reduction effects.2.Analyzing the Off-farm Employment qualitatively and quantitatively which is the choice behavior that determines the reallocation of land resources of rural households.Based on the review and analysis of the existing literature, this paper regards Off-farm Employment as a key variable that affects the choice behavior of rural households' land resource reallocation.Through the derivation of a Rural Households Choice Behavior Model, the theoretical analysis demonstrates that the more off-farm households are employed, the greater the probability of choosing to allocate land resources.According to the microscopic data of 1,000 poor households surveyed in the field,an empirical analysis was conducted through the Probit model. The research illustrates that the number of households of the Off-farm Employment has a significant impact. With the growth of each unit, the probability that rural households choose to reallocate land resources will increase by 30.94%.
