Research On Multidimensional Poverty Reduction Effect Of Land Consolidation Based On DID Model

As the space carrier of human social development,land is one of the most basic elements of production and life and plays an important fundamental role in poverty alleviation and development.As an important means to tap the huge poverty alleviation potential of rural land,a"sleeping"resource in poverty-stricken areas,land consolidation has played a positive role in promoting rural poverty reduction,which has been proved by local practices at the macro level.However,there is a lack of theoretical and empirical research on multi-dimensional poverty reduction from the perspective of farmers in the target income group of poverty alleviation.Therefore,it is necessary to combine theory with practice to test the poverty reduction effect of land consolidation actually obtained by farmers of poverty reduction from the micro level.Based on the diversity of land consolidation and the multidimensional characteristics of poverty,this paper constructs a theoretical framework of land consolidation to promote multidimensional poverty reduction in rural areas.The mechanism of poverty reduction is analyzed from the perspective of economic dimension of land improvement to increase farmers'income and natural capital,social dimension of improving farmers'production and living environment and promoting rural labor force transfer and employment,educational dimension of increasing farmers'skill training opportunities and enhancing farmers'right consciousness.On this basis,this article takes some counties in Liupan Mountain poverty-stricken area of Gansu province as an example for field investigation and questionnaire survey,and used DID model to empirical analysis,and the poverty reduction effects in the economic dimension,social dimension and educational dimension before and after the implementation of land consolidation in Gangu poverty-stricken county and in the implementation region and the non-implementation region were compared and analyzed.Through the research,the following conclusions are drawn:?1?As a provider of public goods,land consolidation provides welfare to farmers in the remediation region,which alleviates income poverty,poverty of other objective indicators,and poverty of farmers'own development ability,and its public attribute meets the multidimensional requirements of poverty reduction.To be specific,land consolidation can increase incomes of farmers and reduce agricultural production expenditure,thus alleviating the economic poverty of farmers.Land consolidation not only improves the production and living environment of poverty-stricken areas,but also promotes the transfer employment,thus alleviating the poverty in the social dimension.Land consolidation has activated the inborn poverty alleviation vitality,cultivated the inborn poverty alleviation ability in poverty-stricken areas,thus alleviating the poverty in the educational dimension.That is to say,land consolidation and poverty alleviation comply with and meet the multi-dimensional poverty theory's requirements for poverty reduction strategies.?2?The current situation of multidimensional poverty reduction in land consolidation at the macro level shows that since the implementation of land consolidation in eastern Gansu province from 2012 to 2018,the poverty reduction in economic dimension of land consolidation has been the most prominent,which has significantly increased the natural capital?cultivated land area increased by about 9849hm²?and household income?per capita income increased by about 800yuan?.The effect of poverty alleviation in social dimension is also quite obvious,among which road hardening in villages?total length is about 500km?and road coverage density in fields?more than 90%?have achieved good effects.Although the increase in non-agricultural employment accounts for a small proportion,it is also increasing year by year?up by 8%?.The effect of poverty reduction in education is slow,but the number of participants in skill training?increased by 7%?and farmers'understanding of poverty alleviation policies?increased by 60%?show an increasing trend,which is bound to improve farmers'self-development ability in the long run.?3?The multidimensional poverty reduction of land consolidation in Gangu poverty-stricken area at the micro level is shown,land consolidation has a positive effect on multidimensional poverty reduction in rural areas.Among them,the poverty reduction in economic dimension of land consolidation:the effect of natural capital is?₃=0.234>0,the effect of per capita household income is?₃=0.178>0;the poverty reduction in social dimension of land consolidation:the effect of means of production and living environment is?₃=0.262>0,the effect of non-agricultural employment is?₃=0.151>0;the poverty reduction in education dimension of land consolidation:the effect of skills training is?₃=0.426>0.In other words,the ultimate goal of multidimensional poverty reduction of land consolidation has a significant effect on the benefit of farmers.
