Research On The Governance Mechanism Of The Digital Silk Road Initiative

The proposal of the Belt and Road initiative in 2013 conformed to the development of economic globalization and the world's multi-polarity,and maintained the open world economy and free trade system in the spirit of openness and cooperation.Technically,China has entered the era of the digital network from the Internet era.Under the background of the Belt and Road initiative,the Digital Silk Road initiative reflecting the characteristics of the era came into being.The popularity of the Internet has changed the traditional international trade situation.More and more enterprises have participated in the markets of countries along the Belt and Road through crossborder e-commerce,and the Online Silk Road has been increasingly formed.On the basis of reviewing the research on the construction of the Digital Silk Road,this paper proposes a supporting system for the construction of the it based on the government role theory and governance theory,combined with existing research on the construction of the it.And governance mechanism to explain the operating logic of different subjects participating in co-governance in the construction of the Digital Silk Road,which makes up for the lack of systematic analysis framework and operating logic of existing research.The supporting system for the construction of the it should include service platforms and multi-subject alliances.Among them,service platforms mainly include digital service platforms and short-term platforms such as international conferences and forums;multi-subject alliances mainly include domestic governments,enterprises,and countries along the Belt and Road.Its governance mechanism is mainly divided into value co-creation mechanism,benefit coordination mechanism and value sharing mechanism.Among them,value sharing is the foothold of value co-creation,and benefit coordination mechanism runs through value co-creation and value sharing.At the same time,based on the support system and governance mechanism,take China's cross-border e-commerce export situation in countries along the Belt and Road as a case,and explore the governance mechanism of the Digital Silk Road initiative on it.The study concluded that the Digital Silk Road initiative enables cross-border ecommerce exports to achieve a certain value sharing through the construction of service platforms,multi-subject collaboration,value co-creation mechanisms and interest coordination mechanisms.However,there are still many problems in the stage of value co-creation and benefit coordination,such as information asymmetry,policy lag,weak policy operability,and deterioration of the external environment,etc.,making the value sharing impossible or the efficiency of value sharing inefficient,and value sharing exists.The problem will also affect the value creation and the coordination of interests,thereby weakening the impact of the Digital Silk Road initiative on China's cross-border e-commerce exports or hindering the development of China's cross-border e-commerce exports.In response to the problems of the Digital Silk Road initiative,it is proposed to first improve the construction of digital service platforms and increase information openness;secondly,to create an efficient government environment and improve policy adaptability;again,to design a classified multilateral cooperation model and actively respond to it External environmental issues;Finally,we must strengthen the top-level design,improve the system construction,and improve the system security.
