Study On Present Situation And Development Countermeasure Of Agricultural Informatization Of Fujian Province

Agricultural informatization plays an important role in promoting agricultural quality and efficiency improvement,and sustainable development.Fujian is the first ecological civilization demonstration area in China,and it is also a pilot province in the field of informatization,but the level of agricultural informatization is low.Several problems,such as the little integration of information technology with agricultural production,the lower sharing of agricultural information resources,and the lack of agricultural information talents are need to be solved.Therefore,it is of great importance to understand the present situation,developing level of agricultural informatization,as well as put forward effective countermeasures to promote the development in Fujian Province.In this paper,basing on the theory of information productivity,the theory of information market and information promoting economic growth,intergrating with visiting the Agricultural Information Service Center,consulting statistical yearbooks and statistical bulletins,the present status of agricultural informatization are analyzed,and the comprehensive evaluation are carried out after the construction of evaluation index systems for agricultural informatization of Fujian province.Furthermore,the advantages,disadvantages,opportunities and threats in the development of agricultural informatization are expounded.Finally,the countermeasures of agricultural informatization are put forward.The main results are as follows:(1)In rural areas of Fujian province,the telecommunications network information and communication infrastructures are good,including optical fiber,television,mobile phone,broadcasting equipments.There are 24 "Taobao Town",189 "Taobao Village",which indicated that agricultural e-commerce is well developed;thre are 13 agricultural industry application systems have been built and operated,and the videoconferencing system has been extended to 9 cities covering 69 counties(cities,districts),and there are 119 uploading enterprise bases in the 12316 agricultural information service platform;the informationization in agricultural management process,and the comprehensive service ability of agricultural information are constantly improved;but the levels of facility agriculture and production process automation,information are low.(2)By year 2017,there are 180 demonstration bases of agricultural Internet of Things,14 modern agricultural wisdom parks,21 national-level e-commerce demonstration counties and 20 pilot projects of information entering villages and households have been built up in Fujian Province,which offers us primary experiences for agricultural information construction.(3)The evaluation index system of the agricultural informatization level in Fujian Province is constructed.The index system includes four first-level indicators,including agricultural information infrastructure,agricultural information resources development and utilization,agricultural information talents,agricultural economic base;and 13 secondary indicators,they are the average number of computers,color televisions and mobile phones per 100 households in rural areas,the weekly radio and television broadcast time,radio and television coverage,the total per capita telecommunications business,the proportion of senior high school education and above in the total number of persons,the proportion of agricultural and technical personnel in state-owned enterprises and institutions,information transmission,software,The proportion of information technology service industry in the total number of employees,the per capita net income of rural residents,and the proportion of fixed assets investment in the primary industry in the total investment.(4)The evaluation results of the development level of agricultural informatization show that,from year 2013 to year 2017,the total index of agricultural informatization level in Fujian Province increased by 54.43% and 68.48% with the coefficient of variation method and entropy method,respectively.The level of agricultural informatization in Fujian Province has been steadily improved.At present,the key factors that affect the development level of agricultural information in Fujian province are the agricultural economic base,agricultural information talents,and the development and utilization of the agricultural information resources,while the contribution of agricultural information infrastructure is tiny.The total contribution of the four secondary indexes occupied by 76.6%(coefficient of variation method)and 93.8%(entropy method)of the total index,including the proportion of fixed assets investment in the primary industry to the total investment,the total amount of telecommunications business per capita,the proportion of information transmission,software and information technology services in the total number of employees,and the per capita net income of rural residents.(5)The results of SWOT analysis showed,in the process of agricultural informatization development in Fujian province,the strengths including steadily improving agricultural comprehensive benefits,improved infrastructure,constantly optimizing economic structure and geographical location advantages;the weaknesses including low level of agricultural production intelligence,unbalanced development of agricultural informatization inner Fujian province,lack of agricultural informatization talents,and imperfect construction of agricultural information service platform.the opportunities include the guarantee of policies to promote agricultural informatization,the construction of "Digital Fujian",and the government investment;and the threats include weakness of information awareness,insufficient agricultural labor force,low efficience in information resources sharing.(6)After the evaluation of agricultural informatization level and the analysis of strategic combination,the countermeasures are put forward,which mainly including:(1)strengthening the leading role of the government and increase the investment in agricultural information construction;(2)strengthening the integration of information technology and agricultural production application;(3)training of agricultural information talents;(4)doing a good job in the construction and popularization of demonstration sites;(5)establishing the incentive mechanism of agricultural information construction.
