Equity Research On Trade Associations Undertaking Government Purchase Services

Notice of the Ministry of Finance on Relevant Issues Concerning Doing a Good Job for Government Associations in Purchasing Services for Trade Associations(Trial)introduced in 2015 reflects the affirmation of the Central Government to the Trade Association.At the same time,equity is an important value pursuit of public management and market activities.In purchasing activities,whether in the qualification acquisition stage,the organization selection stage,or the service output stage,trade associations and governments should take equity as their criterion of action.Based on this,from the perspective of norms,this paper analyzes starting equity,process equity and result equity.Starting equity is equal possession of rights,purchase information,and invested capital.Among them,the right to undertake should come from the authorization of law,government and society,but due to the high qualification requirements,the lack of laws and regulations and the arbitrary decentralization of government,some trade associations' right to undertake is damaged.Purchase information needs to be open,accurate and timely,but there are risks such as information platform and inadequate information acquisition.The investment funds should be obtained through multiple channels,but there are large differences in the funds between various kinds of trade associations in China,and there is a capital dilemma for small and medium-sized trade associations.Process equity is embodied in the standardized realization of purchase methods,service content and transfer procedures.Among them,the purchase method should be chosen according to the content and attribute of the service,which shows the characteristics of diversification in general,while the actual method of purchase in China is relatively single.The service content should be determined based on the needs of society,transferred according to the association's ability,and managed according to the contract provisions,inpractice,there is the problem of arbitrary transfer.The transfer procedure should be carried out in a standardized way so that the procedure can be realized properly.However,there are some irregularities in the transfer activities.Results equity is manifested in the sustainable development of output service,association and transfer cooperation.Among them,Output service should have the characteristics of high quality,high efficiency and diversity,but the service is of low quality and inefficiency due to insufficient competitiveness.After taking over,the association should obtain funds,enhance professional ability and win reputation,but the problems of funds and development have not been solved.Transfer cooperation should be institutionalized and collaborative,but risks of institutionalization and fragmentation are common.The realization of fairness is not smooth sailing,and the risks are endless,which need to be improved in three dimensions simultaneously.Therefore,through initiative strategy,legitimate strategy and long-term strategy,this paper tries to find the way to deal with or reduce these risks,promote the effective connection between the government and the trade association,and realize equitable purchase.
