Research On Management Performance Of New Agricultural Management Subject In Karamay City

With the gradual advancement of the reform of agricultural and rural work in China,the agricultural management system with traditional farmers as the main body began to face problems such as small scale of operation,extensive production methods,and low degree of organization.In response to such problems brought by the traditional agricultural management system,the report of the 19 th National Congress of the Communist Party of China proposes that on the basis of strengthening rural reform,it is necessary to focus on modern agricultural construction and cultivate a batch of new agricultural products with good development quality,high operating efficiency and various forms.Business entities have gradually built a new agricultural management system that combines social services to further improve the efficiency of rural social productivity.On the other hand,the "three rural issues" is one of the focuses of the current rural work reform.Cultivating new agricultural business entities has become an important catalyst for China to accelerate the process of urban-rural integration and promote the development of modern agriculture;it is an important means to adapt to the new normal of the agricultural economy.How to grasp the opportunity of agricultural reform in the period of economic transformation and comprehensively promote the process of agricultural modernization is the key to the emergence of a new type of agricultural business.Therefore,it is of more practical significance to analyze the performance of new agricultural business entities and effectively improve the performance of new agricultural business entities.This paper takes the research related to the performance of new agricultural business entities as the basis of literature,and conducts field investigations on new agricultural business entities and internal farmers in Karamay City under the guidance of business performance evaluation theory,cooperation theory,moderate scale business theory,and transaction cost theory.And elaborated its development status and effectiveness.Through the use of descriptive statistics and entropy weight method to analyze the operating performance of the new agricultural operators in Karamay,the following conclusions are drawn:First,the number of new agricultural business entities in Karamay has increased year after year,and the continuous emergence of various new agricultural business entities has a certain effect on driving local farmers to increase their income and improve their ability to resist risks.Second,the level of performance of new agricultural business entities is higher than that of ordinary farmers,but currently,in the process of accelerating the cultivation of new agricultural business entities,they are facing constraints such as lack of technical talents,inadequate land transfer procedures,and financing difficulties.Third,from the perspective of farmers,Karamay's agricultural leading enterprises have the highest operating performance scores,followed by large professional households,and finally farmers' professional cooperatives.Fourth,in terms of the three major indicators selected to measure the operating performance of the new agricultural business entities,there are certain differences in the scores of different types of business entities.Finally,through research,sum up the common problems faced by the operating entities and their respective problems,and put forward corresponding countermeasures and suggestions:to optimize government functions and clarify the direction of agricultural development;strengthen the functionalpositioning of operating entities,and solve their own problems by classification.It is hoped that this article can provide positive effects on the development of modern agriculture,innovative agricultural development models and management methods,and strengthening the capacity of the agricultural industry in Karamay.
