Sinopec Lanzhou Branch,a typical state-owned petrochemical enterprise,was put into production during the first Five-Year-Plan.As the reform of state-owned enterprises keeps being deepened,along with the fierce competition brought by the emergence of emerging petrochemical enterprises,Sinopec Lanzhou Branch has been faced with unprecedented challenges since the reform and opening-up.Besides,under the influence of planned economy,it suffers from heavy employee and affiliate redundancy,leading to immediate interest rate reduction.Its overall economic performance remains unoptimistic.Consequently,it is imperative for Sinopec Lanzhou Branch to continuously improve its individual productivity,promote its performance management system,raise its performance management level,reduce enterprise management cost and increase the ultimate economic benefits.This thesis starts with the performance management against operators in the processing plant,where there lies its main business.It explores into the existing problems in its current management system via diagnostic study and survey study,and then proposes feasible improvement schemes to help build a sound performance management system and improve the operator performance in the processing plant.Content of the thesis mainly covers: firstly,to illustrate the research background,significance,content,train of thought,tools and methods,with the early-stage preparations fully completed;secondly,to define key concepts concerning performance,explain theories of performance management,conduct literature review on both domestic and overseas materials so as to place a solid foundation for further explorations;thirdly,to make a concise introduction on Sinopec Lanzhou Branch and the current situation of operator performance management in the processing plant and then analyze the necessity for improvement from both macro and micro aspects;fourthly,to conduct corresponding investigation and analysis on existing issues,propose rational research plans,figure out problems regarding the performance planning,implementing,assessing and feedback sections via interviews and questionnaires,make summaries and analyze the potential reasons;after that,to propose the final optimizing plans – to clarify the optimized objectives and principles,logics and thoughts at first,then decomposes the strategic goals,describe positions and corresponding responsibilities and optimize the performance assessing indicators to inspire employee enthusiasm and give full play to the guiding role of indicators.In the following stage,the thesis proceeds with four performance management sections,i.e.,planning,implementing,assessing and feedback,and conducts overall optimization of operator performance management in accordance with the results acquired through previous interviews and questionnaires.Moreover,it proposes guarantee approaches for the optimizing plan from the institutional,technical,cultural and organizational aspects to make the plan more feasible;at last,the final conclusion and outlook will be drawn out.By virtue of sufficient investigations and analysis,the thesis finally establishes a set of practical and feasible performance management optimizing schemes against operators in Sinopec Lanzhou Branch,aiming to make the performance management more scientific and reasonable.It also strikes a balance between fairness and humanization,with the performance management efficiency highly improved.The optimization of performance management improves comprehensive qualities of the employees as well as their enthusiasm and efficiency on the one hand while on the other,it also contributes to the improvement of the enterprise' integrated competitive power,achieving more economic benefits.Meanwhile,the performance management optimizing scheme adopted by Sinopec Lanzhou Branch,a super-huge central enterprise,will provide a strong demonstration effect for the performance management of its counterparts in this region and is also expected to offer useful references for the employee performance management of other central enterprises of the same type.
