Research On The Organizational Function And Reform Path Of The Policy Research Office Of Local CCP Committee

In January 2015,the General Office of the Central Committee and the General Office of the State Council published “the direction on the development of the new-type think tank with Chinese characteristic.” This is the first programmatic document about the development of the think tank since 1949.After that,the institutional establishment of China's think tank entered into the fast lane.In essence,China's think tank should supply intellectual support to the Party and government's policy making.As the important institution to serve the local Party committee's policy making,the Policy Research Office of Local CCP Committee played the most critical role in offering the intellectual service for the local Party's committee in their making of the public policy.Therefore,exploring how to better play the functions and functions of the Policy Research Office of Local CCP Committee and realizing the benign interaction between the local party committee's core think tank and the party committee's decision-making system is an important task for realizing the scientific and democratic decision-making of local party committees.This paper focuses on the study of organizational function.Firstly,it defines the concept and classification of think tanks and the concept of the Policy Research Office of Local CCP Committee laboratory.It also introduces the scientific theory of elites and decision-making,multi-theory and decision-making democratization into research,and builds the framework of this paper.Then,using the case study method,through combing the function status of the Policy Research Office of CCP X City Committee,it is analyzed that the X-city party committee policy research office has too many responsibilities in the organizational function,the talent comprehensive ability needs to be improved,and the "outside brain" The role has not yet been fully realized,and the level of research results needs to be improved.On this basis,the analysis of the causes of the above problems is that the local party committee policy research office is not clear about its own functions,its independence is not strong,the mechanism for participating in decision-making is not perfect,the scientific norms of investigation and research are not enough,and the organizational management is not suitable for development needs.The public and public opinion are not enough.Finally,in order to adapt to the new situation,new tasks and new requirements,it is proposed to build the Policy Research Office of Local CCP Committee into a reform path integrating the functions of “document drafting,investigation and research,decision-making consultation,policy interpretation and evaluation,and reform and coordination”.For the Policy Research Office of Local CCP Committee to give full play to the function of local new think tanks,to provide intellectual support for the local party committee scientific decision-making,democratic decision-making and legal decision-making.The innovation of this paper lies in the systematic,comprehensive and theoretical research on the functions of local think tanks such as the Policy Research Office of Local CCP Committee laboratory.It adopts the case analysis method,the participation observation method and the interview method,and the function of the Policy Research Office of Local CCP Committee.Research on the status quo,problems and causes analysis,combined with the local party committee decision-making mechanism,carried out more rational thinking on improving the function of the Policy Research Office of Local CCP Committee.
