Research On The Implementation Of Targeted Poverty Alleviation Policy

On October 18,2017,president Xi Jinping has pointed out in the party's 19 th report: we must resolutely win the battle against poverty and ensure that by 2020,all poor rural residents will be lifted out of poverty under China's current poverty line,and all poverty-stricken counties will be stripped of their hats so as to escape from poverty.This is the goal of China's poverty alleviation work in the new era,and it is also an important political task.It is true that in the past few years since the implementation of the targeted poverty alleviation policy,the incidence of poverty in China has been reduced to below 4%,and over 60 million poor people have been steadily lifted out of poverty.However,in the specific practice process,there are also various staged implementation problems,which lead to the reduction of the effectiveness of targeted poverty alleviation policy and affect the completion of the target task.This paper takes the implementation of the targeted poverty alleviation policy in X county of Fujian province as the research object,and uses literature research,field investigation and other methods.Based on the analysis of survey data,the following problems are found in the implementation stage of X county's targeted poverty alleviation policy: the phenomenon of “missing the target” is identified in the process of accurate identification;the targeted measures of precise assistance to poor households are weak;the dynamic update of poverty alleviation information in accurate management is slow;and the work performance evaluation of accurate assessment is “formalized”.Combined with T.B.Smith's policy implementation process model,this paper analyzes the causes of the problems existing in the policy implementation in the four stages of accurate identification,accurate assistance,accurate management and accurate assessment of targeted poverty alleviation in X county,focusing on the poverty alleviation staff of the grassroots execution organs who are the main body of the implementation of targeted poverty alleviation policies.Then,countermeasures and suggestions were put forward to promote the effective implementation of targeted poverty alleviation policies by grassroots governments: the readjustment of targeted poverty alleviation policies,the “streamlining administration and delegating power” of grassroots government staff,the relevant system construction of targeted poverty alleviation work,and the establishment of the co-governance of grassroots government and villagers,all contribute to targeted poverty alleviation.
