Research On The Implementation Effect Of Targeted Poverty Alleviation Policy In L County Of Heilongjiang Province

L County is the main grain production county and animal husbandry County in Heilongjiang Province,and a typical national poverty county in Northeast China.For many years,L County has been committed to eliminating poverty and taking off the hat of poverty.From 2015 to 2018,China launched a comprehensive fight against poverty,bringing rare historical opportunities and great challenges to L County.In the past four years,L County has made some achievements in targeted poverty alleviation,but also gradually exposed some problems in the implementation of targeted Poverty Alleviation Policies.This paper summarizes the problems and experience through investigation and research,which has positive reference significance for the relevant theoretical research,and for Heilongjiang Province and even the whole country to win and get rid of poverty.This paper focuses on integrating theory with practice.Based on Xi Jinping's theory of precise poverty alleviation,policy implementation theory,anti-poverty theory and policy implementation theory,this paper combs the precise poverty alleviation policy in L County,and then based on the data obtained from the survey,with the help of the questionnaire survey method for poor households,the effect of policy implementation is analyzed according to the data statistics results.To form an objective understanding of the implementation of the targeted poverty alleviation policy in L County,and to find out the problems in the implementation of the targeted poverty alleviation policy in L County:the problem of inaccurate accurate identification,the problem of poor households' motivation,the problem of poverty alleviation industrial projects,the problem of supporting cadres' responsibility,and then analyze the reasons.Finally,the paper puts forward some countermeasures and suggestions,such as strengthening the guidance of the correct value of the poor objects,fully mobilizing the enthusiasm of the cadres in poverty alleviation,implementing the precise supervision based on the mass supervision,strengthening the industrial poverty alleviation,promoting the endogenous power,and integrating the advantageous resources,so as to achieve the precise efforts,maximize the regional advantages,ensure the balance between the immediate benefits and the long-term development of poverty alleviation,and realize the regional development Sustainable development.
