Research On Problems And Countermeasures In The Implementation Of Targeted Poverty Alleviation Policy

Poverty elimination and development is a matter of great concern to the central government in China.Socialism is to eliminate poverty,improve people's daily life,gradually realize the common prosperity is the essential demand of socialism."Targeted poverty reduction" was first proposed by Chinese President XI in 2013,his visit to Xiangxi,Human province.It emphasize realistic,local and classification guidance.Since then,the idea of targeted poverty alleviation has become the guiding ideology of the Chinese government for poverty control.The local government has made great achievements in the process of fully promote Poverty Alleviation and Development,but meanwhile,there are many problems that should not be overlooked.For this reason,according to the theory of society governance,as well as the existing research at home and abroad,this paper selects the location of H County to further investigate and survey,carries out a research on the implementation of Targeted poverty alleviation policy,which based on the current situation,problems and find out countermeasures.The first part mainly carries on the elaboration to the development history of China Poverty Alleviation and Development and the related concept.Secondly,sorts out the theory through H County's status of implementation for the Poverty Reducing Policy.And then points out the reasons and shortcomings.Finally,puts forward specific advices and solutions.It comes to a conclusion that H County has existing problems such as inaccurate identification of the low income family,bad effect of assistance,unscientific management,false assessment,etc.There are some reasons that arouse these problems,which are absolutized standards,single approach of industrial poverty alleviation,lacking project found tracking,and the imperfect performance evaluation mechanism.Based upon the results,this paper offer some countermeasures and suggestions,which need innovative recognition mechanism,establish diversified modes of poverty alleviation,construction of method for precise management,and improve the assessment mechanism for Targeted Poverty Alleviation.
