Broussonetia papyrifera is a kind of deciduous tree that is native and widely distributed in our country.The neotype hybrid broussonetia papyrifera is a excellent variety which is bred by hybridizing different native varieties,and by means of space breeding and biological technology.Because of its strong adaptability and high protein content,the hybrid broussonetia papyrifera can effectively replace grain as the raw and processed material of excellent fodder.Therefore,the development of hybrid broussonetia papyrifera industry has important strategic significance for the fodder production and food safety in our country.The broussonetia papyrifera industry limited company in S county(referred as S company)is a private enterprise introduced by the government of S county that operate the neotype hybrid broussonetia papyrifera industry project.Judging from the current development status of the company,the company faces many problems such as capital,management,business and technology.Through the investigation,it is found that the most important problem leading to the company's current predicament is that the company has made the wrong development strategy.This paper use the scientific method to study the enterprise,provide scientific theory basis for the formulation of the company development strategy,help the company formulate a practical and reasonable development strategy,and combined with the company actual situation to find the root cause of the problems in the company and put forward solutions for the problems to make the company out of the current development predicament and get a more healthy and long-term development.In order to help S company formulate suitable development strategies and find out the solutions of the problems in S company,this paper takes the enterprise development strategy theory as the theoretical basis and uses it for analysis.This paper first introduces three commonly used analysis methods in enterprise development strategy and strategy formulation: PEST analysis,Porter's Five Force analysis l and SWOT analysis.Then this paper introduces the basic situation of China's hybrid broussonetia papyrifera industry and S company.Based on the theories of the enterprise strategic management,the author uses the PEST model to analyze the current macro environment of S company,including politics,economy,society,and technology.The Porter's Five Force model is then used to analyze the five influencing factors,including existing competitors,potential entrants,buyer's bargaining power,seller's bargaining power,and the threats of substitutes.Then this paper uses the SWOT model to summarize the strength,weakness,opportunities,and threats faced by S company and through the combination of SWOT types to develops the strategic choices under four different combinations.In order to obtain advanced experience from other outstanding enterprises in the same industry,this paper also analyzes the successful experience from other hybrid broussonetia papyrifera planting enterprises and the advanced experience from foreign enterprises in planting industry.Finally,this paper concludes that the problem of S company in strategy formulation is choosing the strength-opportunity(SO)strategy but the company completely do not have necessary conditions to use it,leading to the current various problems of the company directly or indirectly.S company should make full use of its own advantages,aim at market opportunities,avoid disadvantages and threats,and formulate a development strategy that is in line with the company's actual situation namely the intensive development strategy,joint operation strategy,and brand strategy.According to this strategy,this paper proposes improvement measures at the end one by one on the main problems that the company is facing such as management,capital,business model,product,technology,marketing and so on to ensure the effective implementation of the company's development strategy,help the company out of difficulties and embark on the healthy growth development road.
