Based on Simon's "bounded rationality" decision-making model,this paper uses "satisfactory decision-making" model to analyze the process of organizational decision-making of popular science sites represented by botanical gardens and its gains and losses.Taking the newly established Shanghai Chenshan Botanical Garden(Shanghai Chenshan Plant Science Research Center,Chinese Academy of Sciences)as an example,comparing the decision-making framework,mechanism and performance evaluation of botanical gardens at home and abroad,this paper focuses on the problems and shortcomings of environmental education activities in decision-making of Chenshan Botanical Garden,and analyses the limitations of decision-making process and public response and evaluation to explore the key factors affecting the effectiveness of decision-making of popular science sites.This paper found that most of the popular science sites in China are governmental institutions,which are aware of their own responsibility for environmental education.However,there is still no unified understanding and method on what is environmental education,what is its importance,how to plan,how to implement successful activities,and how to evaluate them.The results of environmental education are good and bad.The state of being uneven.From the research point of view,China's education-oriented entrance doctrine is in command,and the natural deficiency caused by the break between adolescents and children and nature has become a common modern disease of mankind in the era of globalization.Botanical gardens and other popular science sites generally carry out all kinds of decisions according to the decision-making process of "major and big" decision-making meetings.The decision-making direction and effectiveness of environmental education activities are limited to the decision-making level of the leading group.The middle management departments of the specific implementation of decision-making differ greatly in procedures,knowledge,technology and ability,and lack of specialization.The research on the evaluation of professional themes and evaluation criteria system for decision-making of environmental education activities for adolescents is still at the exploratory and initial stage.There is a big gap between the environmental education practices of world-famous botanical gardens in European and American countries,such as Kew Garden.On the other hand,The creativity and resources of outreach of popular science venues are very important.Although some environmental education activities are planned,planned and operated by social organizations,such as non-profit organizations and environmental education-oriented enterprises,and completed in cooperation with sites,the role of outreach units in promoting scientific decision-making of public institutions is not obvious,and It is difficult to change from "self-governance" to "joint governance".Through the case study of children's environmental education activities in Shanghai Chenshan Botanical Garden,the experience,problems and future countermeasures are analyzed,The key lies in whether the leading bodies of the science and technology sites have a deep understanding of environmental education activities.Secondly,the initiative and professionalism of staffs in various departments at all levels of sites will directly affect the implementation of environmental education activities.Finally,the long-term planning in the popular science site under the guidance of environmental education resources of the whole society,whether combined with brain,held a series of successful wonderful environmental education activities is also very important.Therefore,in the current social environment,in order to improve the quality of popular science venues in China,the following countermeasures should be taken:First,we should promote the implementation of the decision-making system of meetings such as board of directions,professional committees and academic committees,strengthen the training of leading groups of popular science venues,so that they can adapt to changing realities,enhance their collective leadership,attach great importance to the medium and long-term development planning of popular science venues,and implement,summarize and evaluate popular science education step by step.Secondly,we should strengthen the professionalism of managers at all levels of popular science venues,enhance their work initiative and enthusiasm,and regularly train popular science educators.At the same time,we should strengthen the infrastructure construction of science and technology education venues,and create the brand of popular science education activities.Finally,multi-disciplinary cross-cutting,collaborative and comprehensive application,broadening the audience of environmental education activities,actively introducing schools,social organizations,volunteers and other popular science education resources of the whole society,giving full play to the role and advantages of public open popular science venues and platforms,following the law of market economy,and constantly improving environmental education.Integrating internal and external resources,and achieving a series of goals independently,make popular science sites become dynamic and creative places.It will have a profound impact on the real society.
