On April 20,2018,In accordance with the general requirements for the reform of state institutions,China's entry-exit inspection and Quarantine Bureau was formally merged into the General Administration of Customs and became an important department of the General Administration of Customs.We have new organizations,new teams,new people and new responsibilities.But we also face new opportunities and challenges.The first challenge is how to integrate and reshape the original customs and quarantine culture.Because for an organization,its organizational culture is its soul,only with accurate positioning and correct organizational culture,it can be lasting peace and prosperity.With the development of social economy and the exploration of organizational culture practice,"Service" as an important part of organizational culture is more and more important.Whether it is government agencies,enterprises and institutions,or private companies,self-employed,are increasingly focused on service.The new customs also needs a boost from services,services is an important part in the organizational culture of the new customs,it is extremely necessary and urgent to explore how to construct the service type organizational culture of the new custom.This paper takes Luquan District Customs in Shijiazhuang as a research sample,take "service" as the central point and breakthrough point,on the basis of reading and researching related literature and materials,by using the theories of organizational culture,organizational culture remolding and service-oriented organization to study how to construct the new customs service organizational culture.In this paper,internal interview questionnaire and external electronic questionnaire are designed according to relevant theories,and by using Nvivo qualitative analysis software we carry out the qualitative analysis on the returned questionnaires.Finally,based on the results of the analysis,we find out the main factors influencing the construction of the internal and external service organizational culture of luquan customs,and put forward the corresponding Suggestions for the construction of the service organizational culture.So we can reshape the organizational culture of the new customs,improve its ability to provide comprehensive services and meet the customs requirements for improving the country's borders and serving regional economic development.Finally,this paper draws a conclusion and puts forward a prospect,hoping that the research method in this paper can provide a research model for other types of organizational culture remodeling,that is,through the analysis of research cases and the use an effective analysis software to propose the unique organizational culture construction program.
