The result expressed that the Dingcheng local tax authority did not set up organization values and business philosophy and it is not well-known. under the conditions, the paper puts forward its plan of organization culture construction, the plan includes designs of spirit culture and system culture and matter culture and its being implemented.The conclusion of this paper is as follow: That the government's organization cultural construction can promote the inner management level.
