In the 1980 s,with the development of economy and the social service demand,marketization of urban environmental sanitation services in Europe and the United States was born,in the 21 st century,the sanitation industry faces the human cost of high,severe aging,mechanization rate is low,the government fiscal and environmental pressure,under the major premise to reduce the financial burden of the government,sanitation department workers began,many cities in our country was borne by the government of environmental sanitation services to market-oriented operation.The government work report of the 18 th national congress of the communist party of China has defined the orientation of service-oriented government in China,and the market-oriented reform of public services has been fully launched.At present,Beijing,Shanghai,Tianjin,Shenzhen,Haikou and many other cities have issued relevant policies to push the sanitation work to the market.Shihezi city from 2012 began to explore environmental health service marketization road,in this paper,taking Shihezi city sanitation marketization service of Yuhetian environment development co.,LTD performance management activities as the research object,through research,find out problems and the insufficiency of current performance management system,the company USES scientific and effective method to optimize,the company has a more perfect performance management system.Scientific and effective performance management can not only improve the enthusiasm of employees and enhance their recognition of the company,but also promote the communication between superiors and subordinates and strengthen trust,so as to achieve the overall strategic goals of the company and enhance the core competitiveness,and provide reference for the development of similar enterprises.This paper adopts the methods of questionnaire survey,staff interview,inductive analysis and literature review,conducts research according to the path of "current situation combing,analysis of problems,analysis of causes,optimization of plans,and guarantee implementation",and improves the performance management system of Yuhetian Company through scientific methods,and puts forward optimization plans and guarantee measures.First of all,this paper has carried out a study on the relevant concepts of performance management.Based on previous studies,it has explored the relevant concepts of performance management,performance appraisal and performance management tools,so as to provide a theoretical basis for subsequent studies.Secondly,through the investigation and study of the development status of Yuhetian Company,it reveals the problems existing in the performance management of the company: the performance management system is not perfect,performance management assessment indicators are not systematic,performance assessment results are not fully applied,performance management lack of cultural and institutional support,and analyzes the causes of the problems.Thirdly,combined with the existing problems and reasons,the relevant knowledge and tools of performance management were used to clarify the company's performance management improvement objectives and principles,and the organizational structure and process,performance management assessment indicators,assessment results and other aspects were optimized and improved to gradually establish a performance management system in line with the company's development strategy.Finally,in order to further ensure that the optimization scheme of corporate performance management is put into place,this paper starts from the implementation process and potential problems of the scheme,improves the cognition of the management and ordinary employees on performance management,and proposes safeguard measures in terms of system,capital and human resources to provide solutions to potential problems.Through the above research,this paper draws the following conclusions: first,performance management plays a key role in the growth and development of an enterprise.If performance management is neglected,the larger the enterprise is and the more personnel it has,the more chaotic the management will be,and the strategic goals of the enterprise will be difficult to achieve.Second,performance management is the performance plan,performance communication,performance management,training assessment,evaluation result feedback and application of multiple links such as composition,enterprises would not wrong in the actual management performance appraisal as performance management,performance appraisal is the key link in performance management,performance management lack of other parts will not be able to complete the cycle.Third,based on the overall strategic target of enterprise performance management scheme can effectively promote the development of enterprises,in the process of performance management system to optimize the management organization,process,and the optimization of assessment index should be consistent with the actual situation of enterprises,this paper USES the balanced score card,a key indicator of company's overall strategic target decomposition layer by layer,departmental,refine the company management,frontline staff performance evaluation indicators,to strengthen the performance assessment results,feedback and training,etc.Fourthly,the implementation of performance management cannot be separated from the guarantee mechanism.Scientific and effective guarantee measures are the key and foundation for the smooth implementation of performance management.The formulation of guarantee measures should closely combine the existing problems and causes of performance management and propose solutions based on the reality.
