In2002,<State Council’s Announcement to Electric Power System Reform Program> was issued. The overall goal of the electric power system reform is breakup of monopoly, introducing competition, efficiency improving, cost reduction, optimizing the allocation of resources, advancing the development and networking of electric power, separating government functions from enterprising management under the monitoring of government, building a healthy power market system. The coal-fired power generation companies become the real market competitor and profit center after the separation of factory and network. The coal-fired power generation companies have to practice hard in improving management skill and profitability and establishing a good cultural system based on performance evaluation in order to capture market.TS Company is established in2001and managed under the market-driven system. In order to promote the integrated performance and core competitiveness, TS Company devotes herself in exploration a fitting and proper performance management system. This performance management system should be in accordance with the strategic development so as to ensure the achievement of different goals and standard of management workflow. And also, the performance management system has to evaluate employees’working performance objectively, fairly and impartially, for the purpose of providing adequate references for salary and welfare, appraising excellent, and career designing, etc. Steadily improving employees’ working skill, enhancing lasting competitiveness and realizing the common development between company and employees is one another functions of performance management system. Combing with the performance management practice of TS company in recent five years, learn from the advanced foreign performance management mode. This paper under the analysis of the status and confusion of TS company background, the introduction of the balanced scorecard in enterprise applications, put forward the new idea of performance management, optimize design of TS company performance management system, solve the design of performance management framework, principles, ideas, and mode of operation of the design. And analyzes the expected effect, propose the protection measures. At the same time, hope this achievement widely application in power generation enterprises, so as to enhance the management level and the level of performance of all power generation industry.
