The Research On Optimizing The Management Of Customs Affairs In Company A

Processing trade is one of major types of trades in China.In order to promote the transformation of processing trade,the government issues a series of policies and measures so as to provide the enterprises with better environment and more convenient customs clearance service,and at the same time strengthen the supervision over processing trades which brings forward higher requirements for businesses of enterprises' processing trade in compliance with laws and regulations.In addition,with increasingly rise of costs in China's manufacturing industry and fierce market competitions,the enterprises also face the grave challenge about whether the logistics costs could be reduced in improving efficiency of customs clearance at the same time which is also key measures to improve the enterprises' comprehensive competitive edge.In this context,improving level of the management of customs affairs will become the important link for enterprise's management of processing trades.Company A is one manufacturing enterprise of accepting customer's materials for processing,which needs to accept supervision of the customs unconditionally in policies.The business management will be listed as key management issue with great influence on fundamental interests of A company,such processing trade enterprise.The level of customs affairs management would rather influence the enterprise's smooth operation and operating costs,and even play the decisive role in enterprise's survival and development.In development course of more than ten years in the past,a company achieved the remarkable results of customs affairs management and raised the level of customs gradually to lead to a set of business management system by its own.However under new situation,the business management in this company is still facing some dilemmas,for example the increasingly stricter management in customs leads to some new problems,improving logistics efficiency and curtailing costs of logistics will be viewed as dual-challenges for the enterprises,and new enterprise's credit management system in customs brings about higher management requirements.While the emergence of this dilemma could be explained by the reasons as the following-defects in process management of customs affairs,imperfect business management system and lack of talents of business management and awareness.Based on related thoughts of process management,this text starts from practices of business management in company A to put forward guiding thoughts and principles for optimizing customs affairs management in company A and submit the practical suggestions for improvement in three areas of optimizing process,rule and system: company A should focus on optimizing process with emphasis on management of brochures and improve the key procedures of brochure management so as to optimize procedures of customs clearance by fully making best use of customs policies;company A should establish rigid and perfect business management system for processing trades and submit suggestions of improvement to related departments so as to conduct comprehensive and efficient management and control through supporting management system;and based on combination for optimization of procedures and system,procedures should be solidified into system so as to support process improvement,standardize operation and ensure efficient implementation of procedures with help of system,which aims to raise level of customs affairs management successfully.
