Research On The Impact Of Agricultural Industrialization On Poverty Governance In Gansu Province

As a poverty governance model,agricultural industrialization has not only adapted to the requirements of China's agricultural development in the new era,but also effectively solves the problems of “agriculture,rural areas and farmers” and helps the implementation of rural revitalization strategies;Motivation,improving regional poverty,consolidating and expanding the results of poverty governance,and helping achieve the goal of poverty alleviation without returning to poverty.As a large agricultural province in the western region,Gansu Province is basically concentrated in rural areas.It is an important task to rely on agricultural development to drive poverty-stricken households out of poverty.However,the agricultural development foundation in Gansu Province is not strong,and the imbalance between developments in various regions of the province still exists.Since the implementation of the agricultural industrialization poverty alleviation policy,Gansu Province has achieved good results in the level and quality of agricultural development,but has it effectively improved the level of poverty management? How important has it been in improving the effectiveness of poverty governance? Is there heterogeneity between different regions? The discussion of this issue has affected the future development direction and requirements of Gansu Province's agricultural industrialization policy.Therefore,based on the status quo of agricultural industrialization and poverty management in Gansu Province,this paper empirically studies the impact of agricultural industrialization on poverty governance.The purpose is to explore the effect of agricultural industrialization on poverty governance and explore the context of rural revitalization.How to better improve the level of agricultural industrialization to consolidate the results of poverty alleviation,achieve sustainable development and provide the driving force for endogenous development in poverty-stricken areas,and provide a theoretical basis for relevant policy formulation.Based on this research purpose,this article selects 36 out of poverty counties in Gansu Province in October 2018 and May 2019 to withdraw from the poverty counties sequence,collects data from the Gansu Statistical Yearbook and statistical bulletins of counties and cities in the past 11 years,and constructs agricultural industrialization.Indicator system to measure and measure the level of agricultural industrialization;compare and select appropriate poverty measurement methods to measure the effectiveness of poverty governance.firstly use descriptive statistics to analyze the development of agricultural industrialization and poverty management in the first batch of poverty-stricken counties in Gansu Province,and test the correlation between the two.Based on this,a panel data model is constructed,and the overall sample of 36 poverty alleviation counties and regional samples by region are used for comparative analysis.The study found that: overall,with the continuous improvement of agricultural industrialization level in Gansu Province,the level of poverty Declining year by year,poverty management has achieved remarkable results,but there are heterogeneity among different regions;agricultural industrialization has slowed down the degree of regional poverty.Whether it is the total sample of 36 counties or the Hedong and Hexi regions,the impact of agricultural industrialization on improving poverty management Significant,but due to differences in basic conditions in each region,there are regional differences in the degree of impact.Therefore,on the basis of attaching importance to the role of agricultural industrialization in poverty governance,it is necessary to target and comprehensively apply the situation in different regions.This article puts forward the following policy suggestions: First,consolidate and innovate the construction of an agricultural industrialization poverty alleviation system.Second,Relying on the endowments of resources in various regions,we will take advantage of the situation to conduct poverty management.Third,Promote the development of the agricultural industrialization complex and increase the transformation and upgrading of leading enterprises.Fourth,Stability,improvement and innovation of interest linkage and resource sharing mechanism.Fifth,consolidate and expand the construction of agricultural information system.
