Study On The Countermeasures Of Promoting Poverty Alleviation Of Agricultural Industrialization Of Lianjiang City Under The Background Of Precise Poverty Alleviation

Poverty alleviation has been the focus of livelihood issues of all levels government in China.As the policy of targeted poverty alleviation keeps moving on,the key we solve the poverty question is how to use the local characteristics of industrial development effectively,enhance the poor farmers' native development capacity,then change the poor situation and reduce the number of poor people truly.This paper selects the Lianjiang City,one of the less developed west area of Guangdong,as the object.This paper makes a research on the development of agricultural industrialization of Lianjiang City,the status of its development and the existing problems through the methods of literature reviews,field visiting and investigations as taking poverty culture theory,"poverty trap" theory,ability poverty theory and cross sectoral poverty governance theory as the analysis tool to make some countermeasures on how to further strengthen the function of precision agriculture industrialization to alleviate the poverty in Lianjiang City.This writer thinks that Lianjiang City has make some achievement on poverty alleviation by agriculture industry development since it comes into the "precision drip irrigation" stage in 2011.However,there are also many problems existing,mainly including the poverty-stricken households themselves out of poverty,industrial poverty alleviation funds extensive "Trap",the poor ability of farmers out of poverty,and the not high cross-sectoral poverty alleviation cooperation which are seriously restricted to the progress of agricultural industrialization poverty alleviation work in Liangjiang City.To this end,this paper considers that taking the targeted agricultural industrialization model would be the better way to solve the poverty alleviation,which is the amendment and supplement to the previous agricultural industrialization poverty alleviation model.This paper combs the favorable conditions and constraints of Lianjiang City's advanced agricultural industrialization poverty alleviation,and puts forward the precise choice of supporting industry and poverty alleviation countermeasures as below:accurately positioning the industry poverty alleviation direction to guide farmers participating and improving the endogenous motivation of farmers' poverty alleviation;optimizing the allocation of poverty alleviation funds to balance the market and the interests of poor households;building a shared information access mechanism to enhance the ability of farmers to eliminate poverty;strengthening cross-sectoral poverty alleviation cooperation,to establish a diversified governance model of poverty.
