Study On The Practice Of Return On Assets Industrialization-driven Poverty Alleviation In Fumin County Of Yunnan Province

?Report on the Work of the Government 2014?proposed that Local governments need to merge poverty alleviation resources to make better use of them and take targeted measures to ensure that assistance reaches poverty-stricken villages and households.It conveys new thoughts and new ideas for transformation of China's poverty alleviation mode--to take targeted measures in poverty alleviation,In this context,the poverty alleviation model of traditional industries began to reveal numerous problems,such as underperformance of the public as main players,inefficient operation of anti-poverty projects caused by internal problems of the government,and insufficient use of elements of rural economic growth.For these problems,through constant experiment,exploration and research of the party and government departments at all levels and people of vision in the society,a new industrialization-driven poverty alleviation model-ROA(return on assets)industrialization-driven poverty alleviation model-emerged.Based on theories pertaining to poverty alleviation and the theory of circular cumulative causation,from the perspective of new public management,by using policy instrument-related theories,we introduced the main practices of ROA industrialization-driven poverty alleviation model and traced back to the policy source,introduced the practice of ROA industrialization-driven poverty alleviation project in Fumin county.ROA industrialization-driven poverty alleviation in Fumin county is a new poverty alleviation model which combines return on assets and industrialization-driven poverty alleviation.Mainly around the precise poverty alleviation requirements,it adopts the organizational form of "government + company +village committee + poor family",and forms interest linkage mechanism,by Marketing tools and socialized means,taking industrial poverty alleviation funds as a link,and taking project program and contract as basic form.In this way,poverty alleviation funds can be converted into assets and then into funds for recycling investment,and other factors can play an active role.Ultimately,it can achieve the multiple benefits of poverty alleviation,such as industrial cultivation,income increase of poor households,improvement of agricultural production organization,self-motivation of poor households and improvement of comprehensive quality.This article analyzed the problems of project management and risk prevention and control,low initiative of poor family and ineffective investment of assets of poor family in the practice of poverty alleviation in the asset-income industries of Fumin County,And put forward optimization countermeasures in three aspects what are the establishment of project management system matching rights and responsibilities,stimulate the initiative of the policy object,promote the capitalization of assets.This study will help people to deepen the understanding of ROA industrialization-driven poverty alleviation model,and play a positive role in promoting the use of this poverty alleviation model.
