| At present,the aging problem is becoming ever more obvious,and the pressure of providing for the aged for urban and rural residents is also gradually increasing.It is necessary to guarantee the life of the aged and for pension of our residents through the system.The basic old-age insurance system for urban and rural residents(BOAISUR)is currently an important system to solve the problem of the poor and ensure social welfare.It helps to the realization of urban integration and social fairness and stability,and has attracted widespread attention from the society and the government.In recent years,the basic old-age insurance for urban and rural residents has made certain achievements in its implementation,which has been basically covered in an all-round way.However,there continue to be many problems that affect its sustainable development,especially the low rate and poor quality of the BOAISUR.As a result,the BOAISUR is still far from the initial goal of the policy.Under the background of implementing the basic old-age insurance system for urban and rural residents in China,this paper takes Heyuan city,a mountainous area with underdeveloped economy in Guangdong province,as an example to investigate the willingness of urban and rural residents to participate in the insurance and its influencing factors,and uses empirical analysis tools to make a detailed analysis of Heyuan city's urban and rural residents' understanding of the basic old-age insurance for urban and rural residents,their willingness to participate in the insurance and various factors affecting their willingness to participate in the insurance.Therefore,it points out the problems and causes of the unsatisfactory implementation effect of the BOAISUR in Heyuan City.Combined with the actual current situation in Heyuan City,it puts forward corresponding suggestions and countermeasures to improve the level of BOAISUR,with a view to providing some reference basis for the improvement and promotion of the BOAISUR. |
