| The fixation of posts and staff is a basic work of human resource management of a company.It is a systematic project from development strategy of a company to daily specific work of every employee.It is also the section where many companies have the most abuse during management development and management system construction.The unreasonable number of posts and staff not only affects the performance and passion of employees,but also influences the operation cost and efficiency of a company.However,for a long time the fixation of posts and staff of many companies are still in a rough state and short of systematic and scientific tools,models and methods.When most companies confront the problem of fixation of posts and staff,it is merely settled through the communication and debate between human resources department and heads of relevant departments.Even when the external environment or business difficulties occur,in order to reduce staff and increase efficiency the company usually adopts administrative means to withdraw the jobs and reduce posts.The results are naturally not scientific and reasonable.This paper systematically studies and solves the fixed-posts and staff problem of the professional management personnel of CRRC Zhuzhou Electric Locomotive Co.,Ltd.(referred to as " ZELC "),which has important practical significance.In combination with the researching work of fixation of posts and staff for category professional management in CRRC Zhuzhou Locomotive Co.,Ltd.(ZELC).This paper firstly analyzes what the fixation of posts and staff is,its’ position in human resources system,the purpose and significance of the fixation of posts and staff,the existing problems in ZELC.The critical driving factors influencing the fixation of posts and staff are analyzed through methods of job analysis,interview and questionnaire survey,etc.Based on previous studies,researching & developing the fixation of posts and staff related models,tools and quantitative accounting methods of category professional management personnel are analyzed.For example,tools such as management view decomposition,according to the enterprise vision and strategic goals,clearly establishing organizational structure and the border of departmental responsibilities,implementing the responsibilities of the organization to achieve the strategic objectives to specific organizational members,the functions are decomposed layer by layer to ensure the normal operation of the organization and the realization oforganization goals.Through research on professional management personnel work inventory and saturation test tools,the program of the fixation of posts and staff of professional management personnel are systematically designed.Finally,from the aspects of organizational security,obstacles that may be encountered in the implementation,and their countermeasures,we will study how to implement the above-mentioned fixed-posts and staff plan.This paper adopts management view decomposition method,function division matrix tool,critical responsibility analysis method,inventory of critical work items,post work saturation test method,etc.,propose the system program for the fixation of posts and staff of professional management personnel through the combination of theory and ZELC practice.It aims to provide a relatively scientific basis and implementation rules for the company to solve the problem of the fixation of posts and staff for professional management personnel.Meanwhile,it provides a reference on the design of fixation posts and staff for non-professional management personnel.Furthermore,with the establishment of efficient post system based on scientific fixation of posts and staff,the fundation of strategic human resource management is enhanced,which can help ZELC improve its operational efficiency and lower its operational costs,and eventually achieve its sustainable improvement of business performance. |
