Evaluation Of The Implementation Of The General Land-use Planning In Ganjingzi,Dalian

Land resource is a natural resource of great importance.The general land use planning is the general arrangement of the development,utilization,management and protection of land resource in space and time in a certain region,according to the requirements of sustainable development of national society and economy and local natural,economic and social conditions.The evaluation of the implementation of general land use planning refers to the monitoring of the current implementation status,evaluating the impacts on development of society and economy and the protection of environment,analyzing the rationality and completion of the planning by means of scientific evaluation methods in accordance with the overall requirements of the planning objectives.Moreover,the results of evaluation shows the shortcomings of the implementation and then suggestions of optimization can be put forward based on these findings.In this study,we selected Ganjingzi District of Dalian as the research area.Using the current land use data and planning data,according to the evaluation index system and evaluation method,combined with spatial analysis technology,the implementation of the general land use planning in the study area was evaluated,and corresponding suggestions were put forward.The conclusions are as follows:In terms of planning concept,we must adhere to the scientific development concept,highlight the concept of sustainable development,and improve the degree of intensive and economical use of land;in terms of the research on the evaluation methods of the implementation of the overall land use planning,we need to introduce GIS,RS and other spatial analysis technologies,take into account the temporal and spatial changes of the land use pattern,and carry out dynamic monitoring and evaluation of the implementation of the land use planning;in the evaluation indicator body In the process of building the system,it is necessary to consider the comprehensive impact of planning on regional economy,society and ecological environment,and build a comprehensive and scientific evaluation index system.In the future implementation of the overall land use planning,the following suggestions are put forward: building the ecological security pattern of land use,strengthening the construction of land ecological environment;optimizing the allocation of urban and rural construction land,and improving the intensive and economical land use.Using degree;improving the technical means of planning implementation;improving the level of land planning information service;improving the public participation mechanism of planning implementation.
