With the complex changes of financial market and the continuous improvement of competitiveness,the traditional performance appraisal management model of commercial banks cannot meet its practical requirements.The reform of performance management system of commercial banks is particularly urgent.With the deepening of enterprise strategy development,the new functions of the management system of Balanced Scorecard have been gradually explored and derived,and gradually become the means of core management of enterprises and institutions.The application of Balanced Scorecard in the operation of commercial banks not only helps the top managers to fully control the operation of grass-roots business organizations,but also achieves the consistency of employees ‘performance management objectives through the refinement of the company's strategic objectives,promotes the coordination and unification within the company,and enables employees to better serve the strategic development.At present,commercial banks are facing such problems as unreasonable salary structure design,lack of motivation of employees,no ownership of employees' organizations,inconsistency between career planning and bank objectives,and inadequate creative motivation of employees.The reform of performance management system of commercial banks is particularly urgent.In addition,some commercial banks still have some problems in the performance management of balanced scorecard,such as unclear strategic objectives of performance management,unreasonable performance indicators,low employee participation and lack of pertinence in performance evaluation.In view of this,it has certain theoretical significance to use the Balanced Scorecard to construct a practical performance management system and implement safeguard measures for Bank C branch A,providing theoretical support and reference for the follow-up related research.Based on the analysis of the background information,organizational structure and strategic objectives of A Branch of Bank C,this paper analyses the internal and external environment faced by A Branch and the current situation and existing problems of its performance management.Based on this,the performance management system of A Branch is constructed.Combining with the application analysis of Balanced Scorecard in performance management of commercial banks,this paper clarifies the construction principle of performance management objective system of branch A,then elaborates the implementation process of performance management of branch A,the corresponding index system,and evaluates and optimizes the application of Balanced Scorecard performance management of branch A.In addition,in order to ensure the smooth implementation of the performance management system of the balanced scorecard,this paper puts forward the guarantee strategy of the implementation of the performance management system of Bank C branch A,and puts forward the guarantee measures of the implementation of the performance management system from many aspects.Through the construction and research of the performance management system of A Branch of Bank C,this paper clarifies the construction process of the performance management system,which promotes the realization of the strategic objectives of A Branch of Bank C,fully mobilizes the initiative and enthusiasm of A Branch staff,forms the overall force,and achieves the objectives of serving the real economy,preventing and controlling financial risks and deepening the reform of commercial banks.
